Edward Kennedy that.was intended to lure Carter into a debate. Kennedy's offer: he would withdraw from the Democratic presidential race if Carter debated him and then won the total popular vote cast in the eight- state, primary season finale on June 3. Standing firm on Carter's refusal to debate Kennedy, deputy White House press secretary Rex Granum respon- ded that "our position regarding the conduct of the campaign-is well known and remains unchanged." Granum said Carter is the "clear and unmistakable" choice of the vast majority of primary voters so far, and "we remain confident that after June 3 the president will have secured the Democratic nomination by a wide margin." INFORMED OF Granum's statement, Kennedy said, "I would think that the people of California and the other states would be extremely disappointed." The Massachusetts senator said his offer stands. The latest Associated Press count gives Carter 1,365 delegate votes at the Democratic National Convention, with 1,666 required for nomination. Ken- nedy's total was 770. The presient could easily clinch renomination June 3, when 696 delegates are up for grabs in California, New Jersey, Ohio, Montana, New Mexico, Rhode Island, South Dakota, and West-Virginia. That is more than one-fifth the total delegates who will attend the convention in New York this August, SAID KENNEDY, in a speech at the Los Angeles Press Club: "If there is such a debate with Carter, then I will regard the June 3 primaries as a referendum-and I will abide by the results that day. If Mr. Carter wins the most votes on June 3 after a debate, I will withdraw. If I prevail, I will con- tinue in this race and I expect to win the nomination." A Carter refusal, Kennedy said, will make a debate inevitable on the con- vention floor because "the delegates to any Democratic convention would require their nominee stand for something greater than a belief in his own victory." Reagan's sole Republican rival, George Bush, campaigned for Oregon's presidential primary next Tuesdayin his tireless battle to keep alive his challenge to the former California governor. Reagan leads Bush, 821 to 186, in delegate strength, with 998 votes required for the GOP nomination.
