Because the University receives about $800 million in external research fund- ing each year, it doesn't receive its fair share of extra funding, Cole- man said. The new appropriations system also grants benefits for universities with successful technology trans- fer programs - programs that help employees turn their research into marketable products. The Universi- ty's Tech Transfer program, which earned more than $20 million in revenue last year, receives the maximum funding bonus the state offers - meaning the University has less of a financial incentive to continue developing the program, Coleman said. "What's the incentive for us?" Coleman asked. "They put a cap on it so low that we already blasted through it." The Education Alliance for Michigan is arguing that creating separate incentives and appropria- tions will widen the fiscal divide between Michigan's colleges. "The separation of appropria- tion is an end to the unity between universities and could lead to two separate, but unequal, tiers of high- er education," Western Michigan University spokeswoman Sheryl Roland told The Michigan Daily last week. WMU is a member of the coalition. Coleman said the coalition mis- understands the University's goal. "I don't want to take money away from the others," Coleman said. "Higher education is very impor- tant in this state - all the universi- ties are very important." She pointed out that the Univer- sity of Michigan's Flint and Dear- born campuses are among the other 12 universities that would be con- sidered separately from the state's research universities. Coleman said she wouldn't be bothered if the state legislature decided to give more funding to the state's smaller universities. "That's OK - I'm fine with that," Coleman said. Friends spoke of Levin's adven- turous spirit and outgoing nature. "She was the only one that was willing to go out with me to Brook- lyn," said Tomasso Gomez, who graduated with Levin and lives in New York. She had friends in all walks oflife, whether they were members of her Chi Omega sorority, other members of Greek life, players on the football team or anyone who would talk to her, said Gomez, a former Michigan Daily photographer. Levin spent her life in the pur- suit of being able to communicate with everyone she met. She was a French major who also spoke in French, Spanish and Italian, said Robyn Sussman, a fel- low University graduate and one of Levin's closest friends. Levin was "an avid Michi- gan football fan," Singh said. She tutored football players in French and sometimes Italian. Her freshmanyear, Levinwas even amember ofthe equestrianteam. Levin was a world traveler, spend- ing one semester studying in France and spending the summer afterward in her mother's native Italy. She was someone who friends felt was capable of anything, but she thought even higher of the peo- ple around her. "She was a really supportive per- son," Singh said.
