POLICE Continued from page 1A several projects came under budget and one fell through, the city was left with $93,000, which it would have to use by Sept. 30, after which it would lose this portion of a $673,000 grant it received in October 2003 from the Department of Homeland Security through the state police. One of the projects that was completed under budget was the test of the local alert system, the blue screen that interrupts all Comcast channels for 30 seconds on the second Tuesday of every month, which cost the city $3,500 rather than $6,000. The project that fell through was a plan that would have restricted access to the water treatment plant. Black- well said the city couldn't come up with enough funds from other sources to complete the project. When it fell through, he said, the city freed $70,000 of its funds. Blackwell acted quickly with this surplus of funds, getting the spending due date extended to Oct. 30 and gaining the City Council's approval for the mobile com- mand center. He said one of the hardest things was find- ing a unit that cost about $90,000. "We needed to start small," Blackwell said. "A lot of people laughed at me when I said I was trying to spend about $90,000. In general, models cost between $150,000 and $300,000." Council member Leigh Greden (D-Ward 3) said approval for funding the vehicle was an obvious deci- sion. "This was a no-brainer," Greden said. "We've seen recently how important it is for government to prepare for emergencies. This unit is a vital part of our emer- gency preparedness strategy and will also serve other departmental purposes, such as large events." "Just don't go taking it off to the lake for the weekend," Mayor John Hieftje joked at the Sept. 19 meeting when City Council approved the proposal for the unit. Fortunately for city officials, the New Orleans Police Department cancelled an order for a mobile command center after the unit had been produced. The command center was completed on August 27, but two days later, Hurricane Katrina hit the area, and New Orleans police cancelled the order. The Mobile Command Center, built by The La Boit Company, based in Columbus, Ohio, is constructed on a Ford E-450 frame, one that is used in many R.V.'s and ambulances. The company originally designed transpor- tation caravans for horses, but in the wake of Sept. 11 has found a profitable market for building mobile command centers, paid for by Homeland Security grants, Blackwell said. The city has just received $362,000 worth of grants from the Department of Homeland Security for use in projects for 2005.
