However, Duderstadt said the gap between what Michigan has and what it needs to become a func- tioning participant in the new knowledge-driven global economy is significant. He also said it seems no one is willing to provide the means to close that gap, especially when it comes to higher education. Duderstadt also pointed out that there is a shortage of jobs for Michigan's college-educated workforce. "There are a lot of telltale signs, but I think one of the more serious ones is that so many young people from the ages of college graduates through their thirties leave this state and go elsewhere to find jobs because we're not creating them," Duderstadt said. Duderstadt said Michigan's economic and edu- cational woes are the fault of the state as a whole, but primarily blamed the state government. "My sense is that Gov. (Jennifer) Granholm understands these issues, but we have a badly divid- ed state government with a Republican-controlled Legislature and a Democratic governor," he said. Duderstadt acknowledged that many of the state's problems are a result of a structural deficit. "The reason we're running big budget deficits is that we're trying to finance a state using a 20th- century tax system for a 21st-century economy," he said. "Our tax system still assumes that most of the revenue for the state is created through manufactur- ing, and it isn't, it's created through services, and we don't tax services." After identifying problems with Michigan's economy, Duderstadt's roadmap offers several rec- ommendations for solving the most pressing issues. He suggests everything from investing more heav- ily in technologies such as broadband connectivity to moving into the top quarter of states in higher education appropriations. More specifically, Duderstadt said an idea recently floated by U.S. Rep. Joe Schwarz (R-Battle Creek) to create a permanent source of funding for higher education would be a positive change. "I have suggested that one of the problems is that higher education is viewed as discretionary, so that means: pay all the bills you have to, and the crumbs that are left over you give to higher ed," Duderstadt said. "I think Joe Schwarz is right on target. Higher education should be mandatory like K-12, and if that takes a constitutional amendment, so be it." Schwarz's plan has garnered criticism from Michigan legislators who said a nondiscretionary fund for higher education is impossible without a dedicated revenue stream. "I think it would be a great plan if Schwarz wants to fund it. I welcome his federal funding," said state Rep. Glenn Steil (R-Kent). "It's not about whether that's a bad idea or a good idea - it's about the fea- sibility of it." Ultimately, Duderstadt said he believes serious problems will manifest themselves in Michigan if changes are not made soon, and reports like the roadmap are not taken seriously. "What will happen if changes aren't made is that our young people will go elsewhere, leaving behind an aging population that will no longer have the tax base to support the services they need," Duderstadt said. "Increasingly impoverished and out-of-work unskilled people with little hope or opportunity will be the only ones left." HOUSING Continued from page 1A allows students to rate landlords based on how cooperative they are. Both Masuda and the Seaslys gave their land- lords one out of five points - the lowest rating. One option for students facing landlord disputes is to approach the University's Housing Informa- tion Office. Here, housing advisors are available to offer advice on how to communicate with land- lords and how to avoid or resolve possible con- flicts. In addition, the office also mediates disputes between the feuding parties, possibly preventing the need for legal action. First, the disputing par- ties sign a form verifying they will follow in good faith what is agreed upon in the meeting. Then, a housing advisor helps the parties involved reach a compromise on their own. According to the Off- Campus Housing Program, the service has been successful for many users who seek help for vari- ous housing issues. Another resource is Student Legal Services. Each year, students pay fees to cover the salaries of SLS lawyers. One of the services SLS provides is consultation on student housing issues. SLS encourages students who have problems and may need legal counsel to call for advice. Indeed, SLS hopes to implement a new attorney next year that will deal specifically with landlord-tenant disputes by tracking complaints, litigating and lobbying on behalf of tenants. LSA junior Luke Spaete is one student who has turned to the help of SLS for mitigating a prob- lem he had with Oakland Management. Recently, Oakland charged Spaete and his roommates more than $130 for damage to an air conditioning unit located on the outside of their house. But Spaete said he and his roommates are not the culprits, and there is no evidence to show that they are in fact responsible. Spaete said he only turned to SLS after he was unable to work out the conflict with Oakland on his own. "I went to see (my landlord) in person, and he just turned and walked away from me," said Spaete. SLS set up an appointment with him to go over the situation with a lawyer.
