Peterson said the University has now offered GEO a 2-percent increase the first year of the contract, and then a 2.5-percent increase each year after. "In this point in the game, (the salary proposal) was a ridiculous effort (by the University) that amounts to an $8 increase," Dobbie said. "We modified our wage proposal in good effort." The University is also proposing that GEO the michigan daily accept a four-year contract instead of the usual three-year contracts that have been the norm. The four-year contract would terminate at the end of the winter semester, which Dobbie finds to be unfair because it would make bargaining with the University difficult, as many members will have already vacated the campus. The University has proposed that GSIs will not have to pay premiums for the GradCare health insurance provided that they agree to a four-year contract. Dobbie said that according to the University's health care share formula, GSIs would not be required to pay premiums. He said that he feels the University is unfairly tying the length of the contract and health care premiums together. "We are not interested," Dobbie said. "That (type of) contract is not in our interest." GEO also insists upon the idea of a "designated beneficiary" in order to sidestep any legal ramifi- cations that the University might incur from the Proposal 2 amendment to the constitution. The idea of designated beneficiary suggests that a GEO member can authorize an adult who he shares some life elements with, such as a joint bank account or child, to be the recipient of his benefits. The University has rejected the proposed idea, stating problems concerning with implementation and cost. The imnlementation of such n nronnosa would require for health care and insurance pro- viders to agree to such an idea, and it would add many new individuals to the existing systems. Though health care and pay have been impor- tant issues, the welfare and treatment of interna- tional GSIs has been an issue of concern for GEO as well. GEO has said that it wants the Univer- sity to change its practice of requiring only select. groups of international GSIs to be tested on their ability to communicate in English. Dobbie said that the University has not discussed the issue even though he said it is primarily an issue regarding the system rather than budget costs. But the University strongly disagrees it has ever conducted GSI testing in such a manner. "Over the past few years, (University admin- istrators) have made many improvements (to test international GSIs) as a result of recommendations of a task force that included GEO members. GEO should support the recommendations and the pro- cess improvements that its members helped to develop," said Peterson. Some progress has been made in regards to pro- viding benefits for international GSIs. The Univer- sity has offered to pay the SEVIS fee - a database used to maintain information on international stu- dents and visitors- for incoming international graduate students.
