She said building on the floodway, which the DDA's plan proposes, would not be conducive to the health of downtown Ann Arbor. "Not making it any worse is not the best we can do.... Developing a park would actually improve conditions," Schmerl added. But some residents expressed reservations about the resolution at Monday night's meeting. LSA senior Daniel Faichney said the adoption of a full-scale greenway would hinder downtown busi- nesses and would be, "environmentally irrespon- sible and fiscally criminal," because development would be moved to the outskirts of the downtown area where it does not belong. He added that the sites should be used as an investment tool for the city and the goal should be to create new backyards (where people can live). University alum Emilie Baratta echoed City Council's concerns, saying the passage of the resolution would, the michigan daily "prematurely stifle needed public debate about many important issues." Baratta said that she was not opposed to the idea of a greenway, but that further discussion is essential to any plan for green space in the city. "Right now, the debate seems to be parks ver- sus parking," she added. "A more informed and nuanced discussion - which the Easthope-Johnson resolution would have silenced - is needed to fill out the discussion and help all stakeholders agree on how to achieve long-term economic stability for Ann Arbor." Like residents, City Council members voiced varying opinions on whether to support the Green- way resolution. Councilmembers Christopher Easthope (D-5th Ward) and Robert Johnson (D-Ist Ward), who spon- sored the resolution, were the only two council- members who voted for it. "Greater density in the area has to be balanced with open space," Easthope said. "I do believe that this resolu- tion is in the best interest of my constituents." Easthope urged the council to seize the opportunity to embrace his vision of a greener Ann Arbor. Johnson asked his fellow councilmembers, "Are we satisfied by a good park system or do we want a great one?" Johnson added that voting against the resolution would deny any potential for a greenway in the city. Despite Easthope and Johnson's statements, other City Council members remained not convinced. "This resolution is too rigid," said Leigh Greden (D-3rd Ward). "This resolution ties the community's hands." "I am confident that we will create a real and viable greenway," Greden added, in response to not supporting the resolution. Councilwoman Jean Carlberg (D-3rd Ward) also expressed concern about City Council making a deci- sion on Greenway too quickly. "These proposals, which are intriguing and show great promise need to be looked into," she said. Many other councilmembers also expressed concern for supporting a resolution at what they considered to be a very early stage in the process. "We need to leave all of our options open. ... We need to remember the big picture," said Councilwoman Joan Lowenstein (D-2nd Ward). SAFE Continued from page 1 about one conflict or problem." MSA Rep. He added that he would support a resolution that called for investigations into all of the University's investments that might support human rights violators, not just Israel. But according to Salhi, as University rules currently apply, any resolutions to investigate investments must be case-specific, as was the case when the University divested from South Africa and tobacco companies. MSA Rep. Riana Anderson said that despite the resolution's narrow focus on Israel, she believes it is necessary. Even though the problem with companies financing nations' unethical actions may be more widespread than Israel, "it doesn't mean I'm going to vote down one (resolu- tion) because it doesn't include all coun- tries," Anderson said. MSA Rep. Laurel Harris agreed. "We're going to have to single places out in order to get things done," she said. MSA Rep. Christopher Blauvelt said he believes the Israeli-Palestinian conflict is important enough to warrant its own reso- lution. "For too long, the Palestinian issue has been side-stepped at this university and not treated fairly,"he said. Blauvelt said he voted for the resolution because he supports the Palestinian cause and believes the University should imple- ment its already-existing policy requiring ethical investment. MSA voted, 25 to 11, not to petition the regents to create an advisory committee to examine the University's relationships with companies that support the Israeli occupa- tion of the West Bank and the Gaza Strip.
