Although the program's approach scared students who had thought they were immune to the consequences of sex, she said it was not the best way to teach sexual education. "There should be more discussion about (sex), not less, to keep people safe and informed," Hartman said. "It is idealistic to think that young people aren't having sex, so I think an abstinence and prevention approach is better." Hartman, who decided during middle school to abstain from sex for religious reasons, added that she feels the pressure to be sexually active starts in high school. Without comprehensive sexual education, she said, young people are likely to be influenced by unrealistic or unreliable sources, such as friends and TV shows. And Hartman is not alone. Students who have made the conscious decision to have sex, like Engineering junior Blair Wilcox, echo many of the same thoughts. "I think that abstinence-only education is not particularly practical and ignores the situation that currently exists. The programs work for certain people, but they seem to be those who would abstain regardless: those with compelling moral or religious reasons," Wilcox said. "(Sexually transmitted diseases) are a problem, but using scare tactics only works so much and then if someone who received abstinence- only education caught an STD, they might not know how to deal with it - or how to avoid it in the first place." Comprehensive sexual education teaches both the benefits of abstinence and, for students who choose to be sexually active, safe-sex measures. Jarrett said studies show that the comprehensive approach, which is used in much of the United States and many other countries, is more effective than abstinence-only education at preventing teen pregnancy and the contraction of sexually transmitted diseases. One piece of evidence Jarrett pointed to was a study conducted by Advocates for Youth, an organization dedicated to creating programs and advocating policies that help young people make informed decisions about their sexual health. The study reported that Germany, France and the Netherlands had lower rates of abortion, teen pregnancy and STDs because of the societal openness in these nations in dealing with sexuality and government policies that provide easy access to sexual health information and services. Wilcox said abstinence-only policies fail to take into account cultural realities about sex. "The main problem I have with this policy is that it isn't in touch with how most of the kids are," Wilcox said. "Sex sells and they see it constantly. And kids are going to have sex. Without legislating morality and censoring ludicrous amounts of media, I don't see how it can be effective." BUSES Continued from page 1 500 passengers on a holiday. The Ann Arbor Transportation Authority also will not run any bus routes on Thursday, but buses will run regular routes on Friday. Miller said the people who will be most affected by the cut in bus services are people who live in the residence halls and Family Housing on North Campus who plan to stay on campus during the holiday. Engineering senior Fatima Alkatheeri, who will not be going home for Thanksgiving because her family lives in the Middle East, was disappointed to hear there will be no bus service tomorrow or Friday. Alkatheeri said she wishes the University would run some buses over the holiday - even if they only ran every 20 or 30 minutes - rather than cutting bus services altogether. "What about the people who live in Bursley or Baits and want to come to Central Campus? It's just not convenient for people at all," Alkatheeri said. Miller said the department has had to cut back in other ways as well. The extra buses that run during peak hours of weekdays no longer run on Fridays. "We dropped those on Friday afternoons because it wasn't necessary," Miller added. Despite the changes to the holiday bus schedule, Alkatheeri said in general she is pleased with the University bus system. "I usually take the Bursley-Baits and that runs every 10 to 15 minutes, and I've never had a problem. It's very rare that I wait for more than 10 minutes," Alkatheeri added. Miller said Parking and Transportation Services's budget cuts are "rather minor" because out of their $4 million budget, they have cut less than one percent. Altogether, the department cut about $35,000, of which $10,000 came from the holiday cutbacks, Miller said. Although Parking and Transportation Services has cut bus service on four additional holidays, Miller said it has actually added additional bus service to Northwood family housing because many undergraduates are living in the Northwood apartments this year. The increased residency at Northwood is due to an unusually large freshman class. These additional bus services are costing the department over $400,000 a year.
