"I don't foresee any challenges because this is the state of the law," Postema said. But Ream disagrees. "(The city's) premise is unsound when they say there is no 'wiggle room' under the Joslin case," Ream said. For support, Ream points to language in the Ypsi- lanti case saying police can use "choice and discretion" when deciding whether to prosecute. In this case, the police should chose to support the proposal, Ream said. He admitted that the Ypsilanti case means that the city does not have to follow the proposal, but he sees its overwhelming passage as a "mandate" from the citizens of Ann Arbor. "I have confidence in our mayor and our city that they will not ignore the vote of the people," he said. In the meantime, Ream has some suggestions on how the proposal could be effectively implemented, even in the face of the legal challenges brought by previous case law. "It's clear we cannot prevent any police officer from enforcing state law, but we could provide identifica- tion cards to people who are patients and recommend all employees of the city that they respect ID cards," he said. She said the estimated time for individual e-mail accounts to be brought back online would depend on which server contained an individual's e-mail account. She said one of the administrators working on the problem estimated that all e-mail would be back by midnight. Bridges said the problem was unre- lated to other e-mail outages, such as one in late September which lasted a full day and night. A posting found on the Coursetools website specified that the damage affect- ed Kerberos Authentication, IMAP e- mail, e-mail delivery, IFS, portions of umich.edu and USEnet News. Weblogin, CourseTools, Wolverine Access, mail. umich.edu and login.itd were also down all day. PROTESTS Continued from page 1A "We're at the stage of gathering people who are angry. The next stage is to direct that (anger) at something," Hales said. The students also held a meeting Saturday evening, which about 75 people attended, in order to define the issues people wanted to see addressed over the next few years. The student movement does not have a name because members do not want to define themselves as an organization and want to be open to everyone. There is no individual or group of students who serve as the leadership of the movement because they believe everyone should have an equal voice in the movement. The most prominent issues dis- cussed at the meeting related to gay and transgender rights, environmental causes and the implementation of Pro- posal C, legalizing medical marijuana in Ann Arbor. The group also plans to attend a University Board of Regents meeting to voice their displeasure at what they say is failure of the regents to consider student input in their poli- cy decisions. Those at the meeting Saturday attempted to establish a direction for the group as well as have indi- viduals who felt strongly about the issues spearhead the cause within the movement, but this proved to be somewhat chaotic due to a lack of leadership. The individuals who organized the meeting announced that they did not want any members of the movement making statements to the press because they strongly felt that no one individual represented the movement. "We should give guidance, not orders. We are dictating instead of being friends." Celimar Valentin, a senior in the College of Engineering, echoed Wilk's sentiments. "The world community has lost respect for what the U.S. stands for and for its leaders. It is OK that we want to help, but we should focus more on the U.S. as a country instead of trying to be a hero to other countries," Valentin said. "There are bad things happening in the world besides Iraq, like Africa, yet the U.S. feels the only place they have the right to be is Iraq." Valentin also expressed surprise over the outcome of the election in regards to the country's feelings toward the war. "I feel like American citizens wanted a change and weren't happy at all with decisions concerning the war," she said.
