Bush claims this would allow them to yield a greater return on Social Security payments. The president may have an easier time achieving his goals as Republi- cans managed to win four seats in the U.S. House of Representatives last night and gained four seats in the Sen- ate, which they also control. The GOP now holds two of the three branches of the federal government aand is likely to increase its influence over the third with Bush nominations to the Supreme Court. LSA junior Mike King says he thinks Republican control of Con- gress will be influential for making SupremeCourt appointments. "If the House, Senate and presidency are Republican, Bush could appoint more conservative judges to the Supreme Court," he said. The court of Chief Justice William Rehnquist is the longest unchanged court in 190 years and one of the oldest, with an average age of 70 for the justices. The next four years will likely see anywhere from two to four justices stepping down - giving the president the opportunity to replace them with more conservative judges and shape U.S. constitutional inter- pretation for decades to come. If more conservative justices are nomi- nated and confirmed by the Senate, some say it may mean the end of abortion as a constitutional right, a principle established by the court in 1973 landmark Roe v. Wade case. Similar social issues, such as same- sex marriage and affirmative action, could be revisited if a more conservative court remained relatively unchanged well into the future. The only hint at the topic of terrorism was when Bush credited his administration for bringing "the enemy to justice" by going to war in Iraq. The president also described a gen- eral plan for the nation, mentioning five themes that would take priority in his sec- ond term: economic recovery, war, educa- tion, Social Security and moral values. Although no specific details were offered, his mention of each issue indicated continuity with the first four years of Bush decision-making. Despite far reaching criticism of his decision to go to war in Iraq, Bush's statements on the topic aligned with the status quo. On the war, he main- tained that Iraq and Afghanistan would grow in strength and defend their freedom, adding that the emer- gence of democratic regimes in these countries would earn soldiers the respect and honor they deserved. Bush also reiterated a Social Security overhaul he has been advo- cating in the last four years: privati- zation through personal investment accounts. He also pledged to reform an "outdated tax code," which he has done in the last four years by lower- ing taxes to spur economic recovery. But Bush resonated with the audi- ence best when he mentioned conser- vative morals and values, a position that some say was most appealing to Republicans in this election and was also a wedge issue used to court those opposed to abortion and gay marriage. A pledge to return to "family and faith" appealed to most people present. "Bush's speech was wonderful because it gave glory to God and will unite the nation," said Michelle Wicker of Georgia, who along with her two children and hus- band carried Bush/Cheney signs. While others present at the event voiced similar beliefs, outside of the Republican victory party, just 9 per- cent of the District of Columbia voted for Bush. Thus most bars, restaurants and streets remained quiet as citizens went on with daily activities. Cab drivers driving around downtown Washington said the city lay quiet, an observation many others made. On buses, subways and street cor- ners, much of the city's black popula- tion expressed dismay about Kerry's loss and concern about what Bush would do for them. "Four more years of this president means once again (the black community) will be ignored," said Washington resident Ron Jamison. The Republicans had begun celebrating a victory early Tuesday night and expect- ed President Bush would address them and accept victory. However, because of statements by the Democratic candidates that Ohio and New Mexico were too close to call, a withering and half-asleep crowd at the victory party was told that Bush would not accept victory until the results were confirmed.
