Baily said one of the key parts of culti- vating donors is building long-term rela- tionships with alumni and parents. "Building alumni relations is sort of the foundation on which you hope that you will develop people like (Stephen Ross)," Leary said, referring to the real estate mogul's recent donation of $100 million to the Busi- ness School. "We do a whole number of activities that try to engage people in the life of the Law School," Baily said. The school holds small, private dinners as well as large receptions and events, he said. They also have a staff that travels the country to meet with pro- spective donors. "Our best donors are people that have given to us in the past," Baily said. "They have shown an interest and an affinity towards supporting the Law School." The Law School also actively seeks new donors by building relationships with them. "We use volunteers to help us identify other prospective donors, (and) people come to us and offer support." May said Ross's gift to the Business School has had unexpected benefits aside from making the Michigan Difference cam- paign $100 million closer to its goal. "It's had a great psychological impact because it's made donors realize how important Michigan is. It has stimulated other people to give. It's been a model for other people," he said. "Stephen Ross's gift has helped a lot of people stretch their thinking about the size of their gift. A lot of people will probably increase the size of their gifts because of Mr. Ross's gift. It inspires people," May added. Coleman said she worked very closely with Ross in the year leading up to his donation. "I was very much involved in get- ting to know Mr. Ross," she said. "It's a lot of work. It's a massive effort," said University Regent S. Martin Taylor (D-Flint), adding that the campaign has been especially intense since it was for- mally announced in the summer. "I think we are very blessed to have Vice President May. He's a professional. I think he's doing a great job," he added. "We expect that the best- case scenario is 21 women in the 2005/2006 leg- islature section, and worst-case scenario is 16 women. Right now there are 24 women in the state House, and even that is low." The political participation study is part of a larger study called "The Status of Women in Michigan," which will be released in mid- November. The full report is an in-depth study that shows how Michigan women are doing com- pared to women in all other states in the areas of employment and earnings, health and well- being, social and economic autonomy, political participation and reproductive rights. The status of women is also compared to men in several of these categories. It will be the first time in eight years that this type of study has been conducted. LICENSES Continued from page 1A comply with these standards, but the new bill offers grant incentives to states that comply. Should a state choose not to comply with the provisions mentioned in the bill, driver's licenses issued by that state would no longer be viable for proof of identification for federal pur- poses. For example, if Alabama did not follow the guidelines in the bill, an Alabama driver's license would not be sufficient proof of identity for receiving federal benefits or even boarding airplanes or trains. Previously, problems with slack identification requirements in 2001 allowed four Sept. 11 hijackers to obtain driver's licenses in Virginia based on falsi- fied information. Following Sept. 11 ,many states implemented massive reforms to correct their system for issuing identifica- tion cards. Moran said the bill is mainly to make sure that all states uniformly update their systems, saying "a lot of states have already made tremendous strides to comply with this law, even though it hasn't been effected. States are making huge driver's license reforms. We want to make sure everyone is complying." Adversaries of the bill, such as the American Civil Liberties Union, say it will lead to the imple- mentation of a national ID card which would be a step toward creating a police state. They also question the responsibility of creating the Driv- er's License Agreement database, saying it would inevitably be used for purposes other than those originally intended, and that this information would end up in the hands of credit agencies and private investigators. Wendy Wagenheim, communications director for ACLU's Michigan branch, said, "Whether or not there is a card actually issued, the fact is that the government would have a huge database with information about every (driver) in the United States ... the result of that is the further erosion of privacy." "The Feds do not need to pass a bill requiring states to do what states should want to do anyway - and that is make their citizens safe," Wagenheim said. But Moran said there are no plans to create a nation- al ID card. "Arguments saying this bill would create a nation- al ID card are simply not true. States already have licenses; all this legislation is doing is standardiz- ing the criteria to issue these and standardizing the technology," he said. Advocates also say standardizing the database tech- nology would allow law enforcement across the coun- try to make the highways safer, ensuring for example, a police officer in South Carolina to have access to a Minnesota driver's driving record. Several documents that Michigan currently accepts as proof of ID would no longer be viable under the new law. The new law will not allow any foreign document to count for identification purposes.
