But President Bush still remains a major target for Democratic fire, especially as he begins campaigning for the upcoming election. "I don't think his proposals are worth anything and I think he's made a mess of the presidency. He's running a $450 billion deficit. He's led us in all the wrong directions," Gephardt said. "He's isolated us from the world in a difficult time. I don't think going to Mars is going to get us anywhere," he said referring to Bush's plans to create a colony on the moon and increase travel to Mars." Bush's 2002 No Child Left Behind education and health care programs receive the most criticism from Gephardt, whose strongest policies are based on the same issues. His universal health care plan begins by provid- ing a tax credit to employers which must be used for health care, safeguarding workers' health care coverage. Currently, 160 million Americans receive health insurance from their employers. "(In Michigan) I'm going to talk a lot about edu- the michigan daily cation and the creation of a Teacher Corps where I'll have the federal government pay for your loans (for students studying to become teachers)," Gephardt said. His education plan focuses on recognition of teachers as the most important factor in providing education and the "continued success" of public schools in America. For higher education, Gephardt looks to expand Pell grants - federal need-based college grants - and loan programs to combat rising tuition and increase eligibility for financial aid. Gephardt links his health care plan directly to economic stimulus, an aspect he says other candidates' plans do not include. This idea is closely tied to former President Bill Clinton's economic policies that Gephardt support- ed in Congress during the Clinton administration, such as middle-class tax cuts. A major front where Gephardt diverges from Clinton is in trade discussions. "I'm the only one who fought against things like (the North American Free Trade Agreement). I was against the (Free Trade Agreement for the Americ- as) and Fast track from the start. "I've got the most progressive trade policy of all the candidates," Gephardt said, referring to several of Clinton's free-trade initiatives." Although recent U.S. foreign policy has focused largely on rebuilding Iraq, Gephardt touts a broad international agenda. It includes decreasing the nation's dependence on foreign oil and creating an international minimum wage based on "the impera- tive of protecting human dignity around the world and American jobs here at home," Gephardt said in a written statement last month. For institutes of higher education, Gephardt expressed his support for the University's race-con- scious admissions policies, which the U.S. Supreme Court upheld following a hearing last June. "I agree with the position of the University and disagree with the position of the Bush administra- tion and I'm happy that the Supreme Court decid- ed the position in favor of affirmative action," Gephardt said. In spite of Gephardt's confidence stemming from years of legislative experience in education, health care and trade, other candidates' supporters on campus feel these are his weakest areas. "Gephardt doesn't have the mass enthusiasm or organization of candidates like (former Vermont Gov. Howard) Dean. Most young people aren't excited about his campaign," said LSA sopho- more Libby Benton, also vice chair of Students for Dean. "(Gephardt) doesn't have a very good track record and represents what is wrong with the Democratic Party. When he was leader of the House, he didn't step up when he should have." Gephardt was House Democratic Leader during the 2002 election when the GOP took control of the House and Senate. "I think Gephardt has run a good campaign so far," said LSA freshman Collin Schueler, the Michigan co-coordinator of Students for Clark. "But people are looking for a fresh face and someone who can lead (the country) in internation- al relations. The tone of the United States is tired of bitter politics, and I think that's why General (Wes- ley) Clark attracts a lot of people," he said. But Gephardt has high hopes for a possible tran- sition to the presidency. "I know that I can do this job, I have the best experience of anybody and I can do the best job," he said. "The country can be a better place and I really know that if I get the chance, I can get the policies I have in place that have already succeeded," Gephardt added.
