"There's really no risk of bogging the network." Other downloading services such as Kazaa make net- works sluggish because they don't have effective servers. Obtaining music tracks through illegal means such as Kazaa can lead to downloading poor-quality songs - often such music services will provide songs from users' personal computers - and can even lead to lawsuits from the RIAA. The Napster service allows students to acquire superior quality songs without having to worry about lawsuits, because the service does not infringe on any copyright laws, Napster said. Some students at the University said they would want a free and legal music service made available to them, though they feel the actual costs may not be worth it. "I would use it, but I don't know how much it is worth for our tuition money to be spent on (a music service)," LSA junior Jessica Cohen said. Other students find that downloading music illegally is a habit that is here to stay, so that people can put songs on CDs and mp3 players for free. "I would use (a legal music service)," said LSA senior Jonathan Welch. "I know that for most of my friends, downloading is popular, but people will still download illegally." Though Napster would not confirm the formation of sim- ilar free and legal music services on other universities' cam- puses, the company has been contacted by hundreds of students and institutions that want such a service, according to a Napster spokesperson. While the RIAA was consulted before Penn State reached an agreement with Napster the association was- n't directly involved, Kendig said. Still, the RIAA believes the agreement will set an example for other institutions to follow. "The agreement between PSU and Napster is the first- ever of its kind and represents a milestone in the evolution of the legitimate digital delivery of music and other creative works," the RIAA said in a written statement. "It undoubt- edly will not be the last. "Without higher pay for Council work, it means that people of modest means can't afford to be on City Coun- cil," he said. "People make great sacrifices to be on City Council," he added. But Kim Groome (D-Ist Ward), who voted against the increase, said she doesn't feel the pay hike would affect people who might consider running for city council. "You're going to have to have a fairly well-paying job to make up for a relatively low-paying City Council job (whether the increase is approved or not)," she said. "I'm not sure this sort of jump would actually accom- plish that end." Carlberg said, regardless of salary, the council demands a great deal from one's personal life. "Most of our meetings are at night ... so you give up a lot of family time," she said. She added that she feels the idea that the salary increase will add to the city's budget problems is ridiculous, and that the mayor's efforts warrant higher pay. "He spends a tremendous amount of time at his job and "I spend a great deal of time doing City Council work - 25 to 30 hours a week.
