The RIAA, -in the past, has suc- cessfully reached settlements in the past with individuals in violation of copyrights. Settlements, paid by those accused, can range from $1,000 to $17,000. They focused on college campuses, which tend to be the bedrock for online file-swap- ping. There are "no imm'ediate plans" to institute formal and absolute restrictions on Internet traffic at this time, Peterson said. Restricting Internet traffic could adversely affect "legitimate research and scholarly activity." Though the University has received complaints of copyright infringement before, these have not usually per- tained to file-sharing. These incidents were usually set- tled between the University, the stu- dent and, if necessary, the aggrieved party. Bernard said there have been virtually no problems in the past with student compliance in these areas. Peterson and Bernard advised students to consult the educational resources provided by the Universi- ty -including websites, symposia and lectures. "In the past, the people who have perpetrated from the University, stolen from others, and been caught have been reselling the equipment. They tend to be habitual thieves," Brown said. "It's more equipment than one person would have use for," Neumann said. Since last March, more than 25 LCD projectors have been taken from the University, resulting in more than $130,000 worth of damage. GEPHARDT Continued from Page 1 Gephardt did not make it clear yesterday if he would endorse a candidate before the Democratic National Convention in July. "My sense is it's all very fluid right now. I think people will pause before they jump on another campaign," said former U.S. Rep. David Bonior, who chaired Gephardt's campaign in Michigan. Gephardt supporters are also unsure about which candidate they might eventually support. Edwards gained momentum when the Des Moines Register, Iowa's largest paper, endorsed him last week. The senator also benefited from a last minute deal with Rep. Dennis Kucinich's cam- paign. In precincts where Kucinich supporters did not comprise 15 percent of voters present, they backed Edwards. "Kerry and Edwards, they really plugged along. They kept beautiful, positive messages," said Gerhardt Yaskow, residential developer from Buffalo, New York. After Gephardt's exit, Yaskow, a Gephardt supporter, said, "It's a no- brainer, we're going to go to Edwards." DiMartino said he was not surprised by Mon- day's results. "We knew that momentum was building for weeks," he said. "We had a very aggressive out- reach campaign for Iowa veterans. There are a lot in Iowa. They were a critical component for our victory in Iowa." Kerry, a Vietnam veteran, is mounting similar veteran outreach programs across the country. Monday's surprise victory could help him with the rapidly approaching primaries. "As far as the electoral math, (Iowa) may not be very significant, but it shifts the focus to Kerry," DiMartino said. "You have to do well early to stay viable later on." He added that Kerry raised $300,000 within 24 hours after the victory.
