The committee is part of a Big Ten initiative to ensure safe and respectful behavior in the stands. "The history (of fan behavior) here is a positive story," Willis said. "We don't tend to have these major inci- dents." Brown voiced similar sentiments about the game. "We want the memo- ries of this game to be from the actions of the football players and not something that happens in the stands," she said. More police officers will be at this game than at any other game so far this season, Brown said. The 2001 home game against Ohio State resulted in four arrests for minors in possession of alcohol and 37 citations for offenses ranging from weapons offenses to public urina- tion. "So I will say that while I don't know the specific allegations against us, I would say that we haven't even had a chance to prove our case." He added that RHA president Amy Keller has agreed to meet with Students First and other interested parties following the election to dis- cuss policies. Wells-Reid said he expects the complaints will be reviewed before the next election. "We don't know yet what the ramifications of it will be, but we hope that one thing that comes out of it is that University Housing establishes some system of jurisprudence when levying penalties against non-residents," he said, adding that in the past different groups have been given different penal- ties, making it difficult to know what might hap- pen next. He also said that while University Housing lets parties know when their group has been charged with a violation of housing rules, the system of communicating what it was and who did it is lacking. "We actually don't know (who it was) and we don't know that any of the allegations made are true. It's pretty hard to figure out what's going wrong if we don't have a fair hearing by housing," he said. Amy Keller said there have only been cam- paign rules in place since the 2000-2001 school year, when it was decided that there needed to be a more formal way - an RHA resolution - to uphold policies and keep students living in resi- dence halls from being harassed by candidates. "This resolution says that if candidates are found to be ignoring University Housing's poli- cies or violating them once, they will not be allowed to campaign in the residence halls any- more. This was a resolution initiated by the stu- dents who live in the residence halls and it drastically cut down on the campaign violations that we saw," Keller said. "The economy produced more output than expected and did so while leaving more workers behind," he said. "Employers have about hit the limit in terms of their ability to tease productivity out of workers." At the same time, Michigan's economy contin- ues to struggle. The state Department of Career Development announced yesterday that Michi- gan's unemployment rate rose to 7:6 percent in October, the highest rate in 11 years. Last year, only 6.1 percent of the state labor force could not find jobs. But on the national level, increased confidence in the economy should lead to GDP growth of at least 4 percent, University Surveys of Consumers Director Richard Curtin said during a presenta- tion on the outlook of consumer spending next year. He said that in October, more consumers said they supported instead of opposed current economic policies. Curtin said this is a positive sign, because the last time a majority of consumers supported national economic policies over the course of a year was 1997, and before that 1984. "It is quite rare that consumers report, on bal- ance, more favorable economic news than unfa- vorable," Curtin said. Curtin added that the economy could still turn south if businesses decide not to invest their prof- its in the hiring more workers, but he said this scenario will not likely occur. William Dunkelberg, a professor at Temple Univer- sity's School of Business and Management, spoke about the perspective of small businesses on the econo- my.
