"Ensuring that the dream of a college educa- tion and the ability to serve our country can be a reality for all of our children will go a long way toward ensuring opportunity for all," Dean said yesterday in a written statement. "Today's higher education system simply doesn't work because our political process has stopped working for all Americans." Dean said he blames the rising costs of higher education on President Bush's tax cuts, which have also led his administration to slash funding for Federal Pell Grant scholarships - need- based grants awarded to undergraduates of up to $4,000. "There are a lot of students like me who have had their Pell Grants cut," said LSA sophomore Ramya Raghavan, chair of the University of Michigan Students for Dean. "I've been waiting for Dean's platform and this is probably the most pertinent issue to us" as students. Although several of Dean's competitors have released their own education plans, Raghavan said Dean's is "a little more practical." Dean says he would pay for his program with money gained from repealing Bush's tax cuts. He values his initiative at $7.1 billion. Dean is not the first candidate to come out with an education initiative for college students. U.S. Sen. John Kerry of Massachusetts, who is also vying for the Democratic nomination, has offered college-bound students up to $4,000 for tuition and another $1,000 to high school stu- dents who enroll in preparatory programs. But if they ultimately opt to enter the workforce and pass up a higher education, their grant money may go toward covering their job training. Kerry, who released his plan in September, also hopes to incorporate community service with college credit. U.S. Sen. John Edwards of North Carolina has also raised an ambitious platform for education. His "College for Everyone" plan, the outlines of which he unveiled a little less than a year ago, provides one year of tuition for "every person who is qualified to attend a public college" and willing to participate in a work-study program about 10 hours every week. But Raghavan said Dean's plan benefits from "using money we already have available to us (from repealing the Bush tax cuts) to provide the services people need." Other candidates have not yet released roadmaps for improving higher education. A written statement provided by the campaign office of retired Gen. Wesley Clark, former supreme allied commander of the North Atlantic Treaty Organization, said Clark is in the process of finalizing his plan to make college more affordable. Clark "will be setting forth a plan to help every young person in this country get the chance to go to col- lege," the statement said. Currently, Dean is a frontrunner in the race for his party's endorsement. He has raised more campaign money than any of his competitors and recently received the backing of two of the nation's largest labor unions - the Service Employees International Union and the Ameri- can Federation of State, County and Municipal Employees. Labor support, a coveted element of presidential campaigns, has until this week fallen mostly to U.S. Rep. Dick Gephardt of Missouri. DIVERSITY Continued from Page 1. BAMN national organizer Luke Massie commented on Drolet's views of affirmative action and the lack and intellectual diversity by saying, "I think it's a shameful proj- ect. A ploy. His attempt to segregate the schools is shameful. He ought to be condemned." But LSA sophomore Jeston Lacroix agreed with Drolet's view that University professors have a liberal slant. "Bias is very prevalent on this campus. Liberal professors make fun of conservatives and call them names such as thieves, liars and cheaters," Lacroix said. He added, "I don't mind (professors) having (opinions), but I do mind seeking out conservatives (for ridicule) in particular. While a similar study at Michigan State University is still in the works, Drolet said initial reports show sim- ilar but not as disproportionate findings as at the University of Michigan. When asked if the finding of the prevalence of liberal professors is reflective of the pool of available professors in general and therefore the hiring is unbiased, Drolet said, "Because conservative professors tend to gravitate to certain colleges and not others, I do not know." "Maybe they should get out and try to represent the other 75 percent of their constituents also," Rheingans said, referring to an estimate that only a quarter of MSA's constituents live in residence halls. She said she believes it is unfair to focus so much energy on residence halls, because it becomes a burden to life in the resi- dence halls. "As the policy stands, there's plenty of space to campaign," Rheingans said. But Mironov expressed dissatisfac- tion with the outcome of the RHA meeting. "We're disappointed that the Residence Halls Association ruled in this fashion, however we hope it will be different in the future," he said. Wells-Reid said political parties send candidates to one residence hall at a time and try to reach every door before they leave. He said the candidates find this method more effective than reaching a few people in halls spread all over the campus. Students have the option of posting a "no soliciting" sign on their door, and MSA is willing to pay for pins identifying the candidates when they are inside the residence halls, he added. When students campaign for MSA, generally they seek "saturated areas" of students, such as fraternities, resi- dence halls and off-campus housing neighborhoods with large student populations, Wells-Reid said. Safety was also a concern for MSA candidates, Mironov said. Normally a group of people cam- paign together for more safety, he said. Last year, one candidate cam- paigning alone was followed by a stu- dent and had to call the Department of Public Safety. Mironov said he believes limiting the number of students to campaign for office would increase the occur- rence of those sorts of incidents. Although students feel irritated by soliciting in their residence halls, some are willing to compro- mise, realizing the need for a stu- dent government. "It gets annoying," but the rules should be reasonable, Engineering sophomore David Castellani. "I wouldn't like to see the whole (University) Party walking down my hall," he said. Still, he feels that the current limitations are too strict, espe- cially for residence halls the size of East Quad. But some students have had unpleasant encounters with candi- dates that make them skeptical of relaxing the rules. LSA sophomore George Mike had his door partially open last year when a student government candidate was campaigning in his hall. He said he was sleeping when the candidate knocked on his door. When there was no answer the candidate knocked again, so that the door became fully open.
