The Michigan Daily - Tuesday, November 19, 2002 - 7 Weapons inspectors begin search i n Iraq for arms BAGHDAD, Iraq (AP) - U.N. arms inspectors returned to Iraq after a four- year hiatus yesterday, calling on Presi- dent Saddam Hussein's government to cooperate with their search for weapons of mass destruction in the interest of peace. But Washington said it already sees likely violations. Chief U.N. inspector Hans Blix and about 30 inspectors flew into the Iraqi capital aboard a white cargo plane emblazoned with the black let- ters "U.N." as allied warplanes bombed Iraqi air defense systems in the northern no-fly zone. The U.S. military said the jets were fired on during routine patrols. At the White House, spokesman Scott McClellan said yesterday the Iraqi anti-aircraft fire "appears to be a CHALKING Continued from Page 1 stand for. The chalk ads on the sidewalks are a good way to get a candidate's name out, but no actual information is being presented, some students said. "Just because I see their name on the sidewalk, it doesn't make me want to vote for them," Engineering sopho- more Krishna Putchakayala said. Students said that the names of the candidates are mostly all that students receive from the chalking. Yesterday afternoon there were more than 130 campaign ads chalked on the sidewalks between the Modern Languages Building and the Michigan Union - all with the michigan c IMMEDIATE OCCUPANCY. It was unclear whether other countries on the Security Council would consider incidents in the no- fly zone serious enough to merit a response, because the council never explicitly authorized the patrols. Iraq considers such patrols a viola- tion of its sovereignty and frequent- ly shoots at them. Defense Secretary Donald Rumsfeld, traveling in Chile, said the United States is wait- ing for a pattern of Iraqi misdeeds before going back to the council. The return of the inspectors is wide- ly seen as Saddam's last chance to avoid a devastating war with the Unit- ed States. President Bush has warned Saddam that failure to cooperate with the names of only four candidates. The chalk brightly displays instruc- tions to "vote Blue," "vote Student's First" or even "vote for Dante, the disco inferno." In response to concerns by some students of the triviality of all the chalk talk, MSA candidate Stacie Perez said the ads in chalk are meant to spark the interest of those who want to learn more about the party's platform. Perez said most of her campaign- ing time is spent going door to door, where she said she gets a chance to explain her goals in detail and on a personal level. Chalk advertising is something she and other students do at night as a way of making their names well known, Perez said. the inspectors will bring on an Ameri- can attack and that Washington will pursue a policy of "zero tolerance" toward Iraqi infractions. Saddam's deputy, Izzat Ibrahim, told the official Iraqi News Agency that Iraq will work with inspectors to pro- tect its people from America but will fight "if war is imposed on us." Eventually more than 220 inspectors from 49 countries will be deployed, although how many at any one time would vary depending on what is required. At least 30 inspectors are American, the largest nationality repre- sented, and at least are five women. At least six of the group are Arabs, and Mohamed ElBaradie, who oversees the International Atomic Energy Agency, is Egyptian. The University has very little regu- lations on the ways in which students may use chalk on University proper- ty, said Susan Wilson, director of the Office of Student Activities and Leadership. The "Diag Policy" indicates that students are allowed to use water- soluble chalk on all University side- walks and that the University is not responsible to remove anything, even if students report offensive markings. The University upheld its free speech policy during one incident last semester when offensive slang toward blacks was chalked on University property. The University spoke out against the act, but did not make any action to have the offensive message removed, Wilson said. BIN LADEN Continued from Page 1 In the message, bin Laden apparently refers to the killing of a U.S. diplomat in Amman, Jordan, on Oct. 28, which is the most recent event he noted. It is unknown if al-Qaida orchestrated the killing. An al-Jazeera reporter said he received the tape last Tuesday in Islamabad, Pakistan. Bin Laden also praises several more terrorist attacks by suspected Islamic militants between April and Octo- ber, including the bombing of a nightclub in Bali, Indonesia, on Oct. 12 that left close to 200 people dead, and the takeover of a theater in Moscow, in late Octo- ber, by Chechen rebels. Previously, the last certain evidence bin Laden was alive was recorded on Nov. 9, 2001, when he had dinner with some followers. A videotape of the meal was recovered by U.S. forces in Afghanistan. Late in December, another tape of bin Laden giving a statement was broadcast. , He appeared gaunt and possibly wounded. The references in the tape suggested it was filmed in late November or early December, but officials could not be certain. On Dec. 10, in the Tora Bora area of Afghanistan where bin Laden was believed to be hiding, U.S. per- sonnel intercepted a radio transmission that was believed to have come from the al-Qaida leader. But it was not recorded and never matched to his voice, officials have said. AP PHOT( Weapons inspectors for the United Nations wait near a plane in Iraq. Forty-nine countries will be represented by the 220 inspectors deployed in the country. "The particular missions and goals of the capacities of the different universi- ties is actually quite different and "The universities are going to have to do a better job of documenting what they've done to get a better handle on their costs" - Rep. Chris Kolb D-Ann Arbor whether a collective meeting of that kind is something that should be done is quite uncertain,' Courant said. wily 1 AVAIL. JAN. 1 bdrm. in 4 bdrm. hse.
