ACCOUNTING Continued from Page 1A recent scandals, "there's nothing all that new in terms of the accounting issues raised by these cases, so the core material does not change very much." But graduate student Geoffrey Ihnow, enrolled in the Business School's masters of accounting pro- gram, said the recent scandals "place a great emphasis on ethics now." Ihnow is currently taking a business ethics class and said the administration is recommending such classes. Skinner said the department has seen "a lot of interest" in accounting classes so far this fall. "We have seen a 30 percent increase in applications to the masters of accounting program and have increased the size of the incoming class from 47 last year to 67 this year." "It's a lot easier to convince students why accounting 'matters' than in years past," he added. Skinner pointed out that not all recent scandals are necessarily accounting problems, "although the press tends to lump them together. The reason that Tyco, ImClone and Adelphia have been in the news this year has less to do with their accounting and more to do with things that their executives are alleged to have done." " On a positive note, Lundholm said "maybe all that has to happen to reme- dy the situation within the accounting profession has already happened." He added that Arthur Andersen's collapse "did not go unnoticed. I imag- ine that the partners at the other firms will think very carefully about avoid- ing a similar outcome." In the end, Skinner said, the prob- lems highlight "the extent to which financial reporting relies on the integrity of the management teams in charge of these companies. It's hard to legislate integrity. "I've administered hundreds of records for hundreds of thousands of people," she said, pointing out she has already had to work with numerous local clerks who were not her subordi- nates, a job the secretary of state also has to do on a larger scale. With the state facing a tight budget and expected cuts in many depart- ments, Land promised an innovative approach to appropriating funds within the Department of State. That process would begin with funding projects one by one each year, rather than choosing where to cut the money from. "We need to do zero-based budget- ing," she said, "We need to ask, 'Do we need this program? Do we need to be doing what we're doing here?"' As for improving customer service at local secretary of state's offices, Land said she would stagger employee work hours, so that when an influx of customers arrive at a branch office the employees are not all on their lunch break. She supports Miller's efforts in put- ting electronic kiosks in shopping malls and putting more branch offices in strip malls, where there are usually more parking spots and easier access for the handicapped. As for license plate renewal, she said the state could save a lot of paperwork by having a biannual - rather than the present annual - registration. But one area where she disagrees with the incumbent is in calling for an open primary whereby any voter can choose more than one party's political nominee regardless of their own per- sonal party affiliation. "The new armband policy is going to end up hurting frats because of the limited number of people we let in," said Chi Phi member Kaz McNellie, an LSA sophomore. "It prevents potential rushees from getting into our house and seeing some of the members." For others, like Phi Kappa Alpha member Bernie Liu, the new rules are not making it harder to have a good time at a fraternity-sponsored party. Liu said the social mood at the last party his house sponsored was not different from any other parties, although stronger enforcement of rules was clear. Winston said fraternities must obey these policies because the Social Responsibility Committee will randomly check houses during the course of the night. "I honestly believe that on any given night, any of our fraternity parties are bound to be safer than any average house party," Winston said. "The SRC is guaranteed to come by every registered party and every house on social probation at least once a night." McNellie said the SRC is treated with respect among the Greek community because of the power they possess. "They definitely enforce the rules," McNellie said. "If we turn our heads, we'll be on probation." Winston said these changes are important to prove "big parties are a small aspect" of Greek Life. "Right now we have five dry houses," Winston said. "I predict in the next three to seven years, all national fra-. ternity organizations will have an alcohol-free policy. It sounds like a scary thing, but houses are holding us back as a community." Later this month, IFC hopes to announce a newer, long-term policy for social events. Winston said he hopes the policy captures the "real heart of social life" within the Greek community.
