Secreto said Tsutsumi failed to show up for numerous meetings, was unable to gain respect from administrators and could not communi- cate effectively. "Because of his language barrier he was unable to interact well with other members of the assembly," Secreto said. "Since he is our No. 1 contact with administers they definitely blew him off." But Vice President for Government Rela- tions Cynthia Wilbanks said her experience with Tsutsumi was positive. "The time that we did spend discussing his goals I found him to be sincerd and he was eager to learn," Wilbanks said. "I think we communicated just fine" Secreto agrees that Tsutsumi was able to make himself accessible to students through his famous sign, but he also said Tsutsumi is unable to represent the student body well because he cannot relate to them. "Hideki is a 27-year-old who is not a full- time student, and that is not representative of an average student; Secreto said. "Once elec- tion time is over it is time to put down the sign and roll up your sleeves and get to work. While he did speak to students he was unable to do anything with that information." Although Tsutsumi said he has achieved a lot during his term as MSA president, assem- bly politics have somewhat discouraged him. "The motion to remove tue from party chair was politically motivated by the parties," Tsut- sumi said. Members of the assembly, however, said any questions about Tsutsumi's leadership skills are made with MSA's best interests in mind. "As a person he does not have a very domi- nate personality. ... Hooten said. the Zeta Beta Tau fraternity, but ZBT was soon expelled by its national headquarters following a hazing incident last March. ZBT now plans to petition IFC next month to be allowed back on campus. The ZBT hazing incident left one pledge burned with a bleach-based cleansing agent. Following a membership review, the national organization expelled 47 of its active members, including nine former Phi Delts. ZBT is already a non-hazing organization and hopes to continue in that direc- tion, Yulish said. "We're going to continue to do our best to get them to follow their policies;'he said. Phi Gamma Delta also hopes to return to the University at some point but has not yet set a date, said Executive Director Bob Baney. In September 1999, FIJI was suspended for fail- ure to comply with guidelines set by its international head- quarters. The fraternity wants to come back with a fresh start but is not interested in an immediate return. "Typically our policy is we will not return to a campus if we've had to leave for hazing or risk management reasons, until all the undergraduate members who were a part of the suspended chapter have graduated," Baney said. "We would come back as an alcohol free housing fraternity - that is the standard with any group we start;' Baney said.
