Speaking on vouchers, Gore said if Bush is elected, he could still enact the voucher system, even if Michigan votes it down. Gore mentioned briefly his plan to make college tuition tax deductible for middle-class families. Former Gov. Jim Blanchard said before the event that voter turnout patterns have focused much of the Gore campaign on older voters. "Young people don't vote in mite same numbers as older people," he said.
