The Michigan Daily - Monday, September 11, 2000 - 7A OPEC agrees to boost production to avoid crisis The Washington P~ost VIENNA, Austria --- Responding to global fears about a looming energy crisis, the -Orga- nization of Petroleum Exporting Countries agreed today to raise production by 800,000 barrels a day in the hope of curtailing a surge irude oil prices and lessening the possibili- ty of a heating fuel shortage this winter. The decision by 10 OPEC oil ministers to hike output for the third time this year was reached after just four hours of debate at an emergency session here. The world's leading consumer nations, including the United States and the European Union, as well as many energy-starved developing nations, have been pleading for a production boost to ease a sup- ply crunch that has sent crude prices soaring~ to a 10-year high of S35 a barrel. Energy Secretary Bill Richardson wel- comed the decision but said in a statement in Washington that it "remains to be seen" whether such an increase will stabilize 1eergy markets. Oil analysts said OPEC's move might be too little and too late to correct the market imbal- ance that has spawned fears of further price spikes for gasoline and heating fuel later this year. The cartel, which provides a third of' world oil supplies, has ratcheted up production by 3 million barrels a day since the start of this year -- yet prices have continued to climb. With Asian and European economies pick- ing up steam and the United States enjoying a sustained boom, the global thirst for oil and other petroleum-based products has reached unprecedented levels and caused crude prices to triple in less than two years. With cold weather approaching in the northern hemi- sphere, some experts believe record-low inventories and insufficieint crude supplies could trigg er a market panic that could send heating oil prices lino the stratosphere. At their previous meeting in June, the OPEC ministers vowved to take immediate measures to boost oil supplies whenever prices broke through a threshold of S28 a bar- rel. But with nearly all OPEC members except Saudi Arabia pumlping close to maxi- mum capacity, the promise has proved empty. Saudi Arabian Oil Minister Ali Nuaimi rebutted criticism about a lack of cooperation by saying his country picked up the slack by pumping an additional 600,00(0 barrels a day since July. But the incremental rise, along with about 1 00,000 barrels supplied b~y Kuwait and the United Arab Emirates, has done little to stanch the price suirge. Oil traders said that given the additional output by the three Persian Gullf Arab states, the latest boost will actually furnish only 100,000 more barrels a day when the accord comes into effect Oct. 1. Gary Ross, a New York oil consultant, said the announced increase "is not likely to make much of a dif- ference because it has already been priced into the market." With heating oil inventories at rock bottom, some analysts say the production rise might not be large enough to persuade oil refiners to bolster stocks because there is no advantage in doing so while current prices are lower than future prices. Moreover, any substantial increase in crude oil output would take months to be delivered andl refined into heating oil destined for homes in the northeastern United States, the region deemed most vulnerable should cold weather arrive early this winter. That scenario has failed to win much sym- pathy among OPEC members, who fear that any dramatic rise in production to help ease the Western energy crunch could lead to a sudden downturn in prices -- which hap- pened as recently as two years ago.. t own on the corner.. Amid a heavy police presence, demonstrators walked two-and-a-half miles from downtown Santiago to the cemetery where Salvador Allende, the Marxist president who committed suicide during the coup against him, lies buried. Cold and a steady rain did not dampen the spirits of the leftists, human rights activists and families of those who died durn ne Pitiochet's dic- tatorship, many of whom carried ban- ners demanding his prosecution. Police said between 4,000) and 5,000 people took part in the march. The way wvas opened this summer to the possibility of a Pinochet trial -something long viewecd as incon- ceivable- when the general was stripped of the immunity from prose- cution that he enjoyed as a senator for life. T'he Supreme Court announced in August that it upheld a lower court decision to end the immunity. An official report after Pinochet left power in 1990 said 3,197 people died or disappeared under his right- wing military regime. Allende killed himself on Sept. 11, 1973, rather than surrender to the coup leaders as the takeover was in under way. Pinochet took power and ruled for more than 1 6 years. Yesterday, socialists gathered on the side of the presidential palace at the exact site where Allende's body was found 27 years ago. In other commemtorations. socialist President Ricardo Lagos attended a Roman Catholic Mass to remember Allende in the chapel at the presiden- tial palace, La Moneda. lHe was joined by Allende's widow, Hortensia Bussi, Cabinet ministers and others. Following the service, socialist Interior Minister Jose Miguel Insulza said he had never seen the former strongman "shed a tear" for any of the abuses committed under his rule. Pinochet and leaders of the armed forces have said all along that there has never been any reason to ask for- giveness for what occurred. The for- mer dictator has said he was fighting to save Chile from chaos when he took power. Some 170 criminal complaints have been filed against Pinochet and are now being investigated by a feder- al prosecutor, Jludge Juan (Izman. Among those cases, his opponents want to try Pinochet for the October 1973 disappearances of 19 dissidents who were plucked from their jail cells shoi'tly after the coup and never seen again.
