The Michigan Daily - Tuesday, September 14. 1999 - 7 " I UNITED NATIONS (AP) - Indonesia wants an international peacekeeping force sent to violence- ravaged East Timor as quickly as pos- sible, and it is putting no conditions on what countries' forces should be included, Indonesian Foreign Minister Ali Alatas said yesterday. The statement seemed to open the way for Australia to play a leading role in the peacekeeping operation. A top Indonesian military official had said earlier that the military won't accept Australian involvement in the East Timor force, but Alatas said "it's all up to the United Nations to determine the composition." Indonesian President B.J. Habibie capitulated to international pressure Sunday by approving international Seacekeepers, and Alatas said.yester- * day that Indonesia was prepared to turn over responsibility for law and order in East Timor to the peacekeep- ing force. But Britain's U.N. Ambassador, Jeremy Greenstock, suggested there would probably be separate interna- tional and Indonesian commands with- out an overall commander. "This is workable," he said on PBS' "NewsHour with Jim Lehrer." Alatas met yesterday with U.N. Secretary-General Kofi Annan. After the meeting, Alatas said further talks were needed today so he could hear what plans the United Nations has for security arrangements and on the com- position of the force. He said Indonesia would prefer Asian countries in the force, and admitted to some problems with Australia, saying it wasn't the only country capable of leading a force. But he insisted that these were not condi- tions. Pro-Indonesian militias and Indonesian soldiers have been killing Timorese residents and driving thou- sands from their homes since the terri- tory voted Aug. 30 to become indepen- dent from Indonesia. The council was starting to draft a resolution authorizing an international force. Diplomats said it could be a matter of days before the force is actu- ally authorized. WASHINGTON (AP) - The con- gressional Republican leading an inquiry into the 1993 Waco siege over- looked evidence the Justice Department sent his committee four years ago showing federal agents used potentially incendiary tear gas near the fiery end of the Branch Davidian standoff, a House Democrat said yesterday. Releasing documents that describe the FBI's use of military tear gas rounds on the standoff's final day - April 19, 1993 - Rep. Henry Waxman (D- Calif.) asked why the House Government Reform Committee's chair is accusing the Justice Department of a cover-up when his own investigators missed the same evidence that has sud- denly revived the Waco debate. "Contrary to the allegations of cover- up, substantial evidence of the use of military tear gas rounds was, in fact, provided to Congress in 1995," Waxman said. Separately, the Texas Rangers issued a report yesterday indicating a house near the Davidians' compound that fed- eral agents occupied before and during the siege contained a dozen spent rifle cartridges preferred by sharpshooters - as well as the FBI and the Bureau of Alcohol, Tobacco and Firearms. The FBI has long denied firing a single shot during the standoff. ATF was involved in a deadly shootout with the Davidians on Feb. 28, 1993, that launched the 51- day confrontation.
