They have to be able to play in the whole market economy," he said. World Bank Principal Economist Jeffrey Katz outlined the problems his organization faces in effectively dealing with HIPC's debt. "The two biggest challenges we face," he saird, "are one, how do we pay for this ... and vo, implementing (an) approach to poverty reduction." The World Bank, founded in 1944 with the intention of fighting poverty by promoting eco- nomic growth, provides nearly $30 billion annu- ally to impoverished member countries. But not everyone feels the World Bank is liv- ing up to its obligation. Jubilee 2000, an international campaign dedi- vated to seeing the debts of all third world coun- tries forgiven, upholds the philosophy that to improve the economic situations of these debt- ridden countries is to allow their deficits to remain unpaid. Jubilee 2000 advocates the forgiveness of these debts so impoverished nations can devote their money to economic development instead of paying their creditors. "Somebody has to stand between the debtors on the one hand and the creditors on the other," said Anne Pettifor, director of Great Britain's Jubilee 2000. "This relationship between debtors and creditors ... is so unfair, so unjust." World Bank External Affairs Counselor John Donaldson said the elimination of HIPC's debt is a massive undertaking that is more complex than it appears. "We are an institution owned by 181 countries ... and they don't always have the same view of things," he said. Donaldson defended the role of the World Bank in combating poverty. "The Bank has not been ... a non-partici- pant. The one strength the Bank has is that we have openly engaged in dialogue with people who want to eliminate poverty," he said. "Dia- logue is something we consider very important to this process." Although the debt of HIPC was the primary topic of the panel discussion, Pettifor spoke briefly of the problem wealthy countries like the United States faces if the stock market collapses. "We're gonna have to start a new movement to help out those who have fallen into debt because of gambling in the stock market," she said. "When it collapses," she said, "and it's only a matter of when, they are going to have to repay their debts. People's assets will fall while their debts remain fixed."
