The Michigan Daily - Tuesday, March 28, 2000 -'7

*Engler
signs
Otxcut
into law
LANSING (AP) - Michigan's
individual income tax rate will drop
two-tenths of a percent this year now
that Gov. John Engler has signed an
income tax cut into law.
The drop is expected to save a fami-
of four making $50,000 about $80
to $100 next year.
The state already has a law reducing
the income tax rate from 4.3 percent
this year to 3.9 percent in 2004. The
new law, which Engler signed yester-
day, doubles the size of this year's cut,
saving taxpayers $134.7 million this
fiscal year.
Democrats had complained when
°Oe tax cut passed the Legislature that
it would make more sense to freeze the
income tax rate at 4.3 percent - a
drop of 0.1 of a percent over last year
- and increase personal exemptions
instead.
Such a plan would benefit poor and
middle income families more than a
rate cut, Democrats argued.

Panel discusses relations among
various 'U' ethnic, cultural group.p

Johnson (R-Royal Oak) who sponsored the legislation.

Masanori Tokumoto, public relations chair of the
Japanese Student Association, said when he came to
the University "the International Center was helpful,
but (the students) here weren't very friendly or open."
Indian Student Association President Manish Chopra
said "there isn't an inherent initiative for-students to
talk with students outside their cultural group. It's as
though international students are on one side and
American students are on the other, and the immediate
response is to look for some one in the same situation,"
Chopra said.
Singapore Student Association President Woon
AP PHOTO Soon Keat agreed and said that easiest thing for stu-
dents to do when arriving at the University was to
clump together.
"I didn't feel very welcome in the residence halls,
vings of so I was prompted to step outside and find comfort
with people from my region and culture," Keat said.
edit for "It's also difficult to persuade people of the benefits
illion in of cross-cultural interaction when they are in their early

cultural organizations so that they will work together,"

the Aflican Student Association, said that students are non t-
ested in learning about other cultures, resulting in ignorance 7
"Even though the University is diverse, the cultures don't
interact," Nnodim said.
"A typical American student has an idea of a country
from what they've read or seen on TV and when they moot
an international student from that country they come with a
certain impression,' Nnodim said.
The panelists agreed that there is a need and a desire by
members of their organizations to interact with peofLe of
other cultures.
Tokumoto said, "It's a great thing to have internaon-
al cultural events, but I feel that American students are
afraid to attend."
"It's not going to be a Utopia immediately, but ittif
to start somewhere," Nnodim said.

But Engler said it was more impor-
tant to reduce the tax rate.
"Michigan's reputation as the lead-
ing tax-cutting state is secure once
again," he said after signing the bill
and four others aimed at reducing
taxes for families, the disabled and
small businesses.
The other new laws will:
Create a $600 income tax exemp-
tion for all children through age 18.
The state grants an exemption of $600
for children age I to 6 and S300 for
children age 7 to 12. Savings are esti-
