WyAnna Clark Daly Staff Reporter One year ago today, Michigan State University's men's basketball team lost to Duke in a Final Four mtch-up. Hours later, East Lansing was filled with fires, overturned vehicles, broken store windows, iudity and drunkenness as 10,000 rioters swarmed *0, college town. in the wake of the riot that put Michigan State in the national spotlight, the East Lansing Police Department took action. With the help of 567 tips - largely over telephone. but 113 from a Website the police posted featuring photos from the riot - 132 were handed official charges ranging from indecent exposure to malicious destruction. More than half of those people were Michigan State students. Riot damages totaled about $1 million. One year later, as Michigan State gears up for nother. Final Four appearance, the riot has faded mto an unsettling memory for East Lansing - with only lessons learned still lingering. 'iThe majority of the students were extremely dnbarrassed and upset," East Lansing Police Dept. Capt. Louis Munn said. "You can just sense the change around here." 'Deb Osburn, director of media communications at Michigan State, said she agrees. "As someone who works here on campus every- day, I can see how the mood has changed from a year ago,' she said. University of Michigan sociology Prof. James House said the Michigan State riot was not the kind to have serious lasting effects. "There are many different kinds of riots," House said. "The MSU one was much more of a result of people out of control, largely because of alcohol, and not very adequate control from the police. It's not like an urban riot, where politics are much more involved." Michigan State junior Dan McKeown echoed this sentiment. "It doesn't seem to be any issue anymore around here," McKeown said. "It's certainly not affecting me in any tangible way right now." Munn said student leaders, university administra- tors and city officials are working toward initiatives to create a better environment in the college town. Michigan State invited various community lead- ers to address incoming students at summer orien- tation, where they informed students of the expectations for behavior in East Lansing. The police department also evolved as a result of the riot. In addition to the new system of utilizing the Internet, they also created the Student Alliance Office. The SAO involves both police officers and uni- versity students. It works full time for communica- tion between the police department and the student body. Munn said that this has been met with positive response from the community and students. Osburn said she's heard a lot about students' dis- appointment in the riot and their motivation for change. Many organizations either altered their focus for the sake of their university or formed for the specific task of improving campus. One sports organization donated $5,000 to the city to help defray the costs of the riot. "Out of a terrible, terrible situation, a lot of posi- tive things happened," Munn said. Although Michigan State's men's basketball team finds itself in yet another Final Four, Munn said East Lansing police are not taking any extra pre- cautions. While the police department expands every fall and spring, they have not added more officers than usual this year. But Munn said the department will not tolerate dangerous and illegal activities. "We understand that people will celebrate, but we don't want it to be like they did it a year ago', he said. "They need to be responsible and account- able for their actions."
