Since online registration, like tele- phone registration, functions in real time, modem disconnections would not erase any confirmed course regis- tration. "Anything it has confirmed to you is saved during each and every step that's taken. If it responds to you, you have it. It's not as if it's saving things up and processing them," McElvain said. The addition of online registration will change the interface of Wolverine Access, but McElvain said it should not affect a student's ability to navigate the Website. "From a student's perspective, changes will appear to be relatively cosmetic," McElvain said. Mueller said the M-Pathways team surveyed about 150 students, who responded positively to the program, adding that student input was a vital part of developing a web-based registration. LSA sophomore Kirt Marsh said the online system would simplify the process of enrolling for classes. "Instead of having to use two differ- ent kinds of media, it would be one- stop shopping,"he said. Engineering junior Carla Didlake said a web-based registration pro- gram would be more cost-effective because students could amend their schedules from their permanent resi- dences without placing a long-dis- tance phone call. "We instituted instead a floor funding level (of $4,500 per student) and most schools are way above" that figure, Schwarz said. The only school that does not have a floor funding level is Grand Valley State University whose enrollment is increas- ing too quickly to keep up with, Schwarz. But, GVSU did receive a 14.4 percent increase. The University is receiving $9,786 per student. Schwarz said he does not expect the changes to have a large impact on the bill's path to the governor. "My hope is that my colleagues in the House will take a look at this bill and say 'this is an awfully good bill and we shouldn't tinker with it too much,"' Schwarz said. Smith said she would have liked to remove the tuition restraint language from the bill that says if schools do not keep their tuition down to a certain level then they will lose some of their funding, causing them to raise their tuition anyway. "I think it's important that we keep tuition down," Smith said. But the tuition restraint language is "arguably unconstitutional" and creates a "vicious cir- cle." But Schwarz said that measure would be unneces- sary because in the hearings every school asked for a figure that would keep tuition under a 2.8 percent increase. "In every case we exceed that number," Schwarz said. While Smith's proposal did receive some support, Wilbanks said, "others feel this is a way of reminding uni- versities to keep tuitions low." As for the University's tuition increase, Wilbanks was hesitant to make any predictions until the budget is finalized in June.
