The AIP-FLA code is scheduled to be the topic 6f discussion at the open forum tomorrow in Angell Hall Auditorium A at 5 p.m. Charles Kernaghan, executive director of the National Labor Committee; University alum Michael Posner, executive director of the Lawyers Committee on Human Rights; and Mark Mc inson, chief economist for the Union of cedletrades, Industries and Textile Employees are scheduled to be the keynote speakers at the forum. Michigan Student Assembly President Bram Elias said the assem4ly is spending $1,500 to fly Kernaghan, Posner and Levinson into Ann Arbor for the forum. Elias said the expense is worth it because "this iggoing to educate the students." The AIP-FLA code has come under fire by stu- activists and by some national labor organi- zation officials, including Kernaghan and Levinson, because they claim the standards in the code are not strong enough. After a 51-hour sit-down demonstration in University President Lee Bollinger's office by 30 members of Students Organizing for Labor and Economic Equality last month, the administration decided to hold off on signing on to the AIP-FLA alliance, pending further study. Figel said the AIP-FLA code is "not a perfect agreement ... but as we learn we can make changes." The AIP-FLA code calls for the elimination of slave and child labor and restrictions on the num- ber of hours worked, among other items. While student activists and university adminis- trators at campuses nationwide recently have made agreements on individual codes of conduct, many colleges have signed on to the AIP-FLA code. "Right now we have 50 universities signed on; we expect that number to rise," Figel said. But critics say the structure of the AIP-FLA code hinders the process to amend it. "Under the (two thirds) super-majority vote, three companies (on the board) could consistently block any change," Kernaghan said. Posner, whose Lawyers Committee on Human Rights is part of the AIP-FLA alliance, contends that the code is a foundation for greater improve- ments. "I think there is a way to build on the FLA," Posner said. Figel said several companies thought the AIP- FLA proposals were too harsh and withdrew their support while "on the other side, you have a lot of human rights groups saying it's not-tough enough," adding the AIP-FLA code is "the only process out there." "We need something that will actually work rather than on something that we just talk about," said Maria Eitel, Nike's vice president of corpo- rate responsibility. Kernaghan, who discovered sweatshop labor conditions in factories producing apparel for a clothing line bearing the name of talk show host Kathie Lee Gifford, said he is wary of some of Nike's accomplishments. "This is a very corporate controlled public agenda," he said. Kidd said Nike raised the monthly wage of Indonesian footwear workers from 200,000 Indonesian rupiahs last October to 265,000 rupi- ahs this month - above the national minimum wage. "It is unparalleled by any other company," said Simon Pestridge, Nike's labor practices manager. When Kernaghan computed the currency exchange rate, he said the change only amounted to a 1 cent increase - from 14 to 15 cents per hour. "It was embarrassing," Kernaghan said. "They throw out those numbers expecting nobody to check into them." For tomorrow's forum, Posner said he hopes to have a "lively open discussion," adding that he thought there were some misconceptions with the AIP-FLA code he hopes to clarify. Kernaghan also said he is looking forward to the discussions tomorrow and is especially pleased with the student activism on labor issues at the University. "Again, the University and the students are tak- ing the initiative ... because it's open debate, open discussion," he said, adding that "this is the best of the universities." during previous days of shelling from the Yugoslav side. Albanian military officials, however, reported that the Yugoslav shells included "cluster bomblets, some of which explode immediately, some when people step on them,"said Capt. Graham Wiltshire, the British defense attache in Albania. President Clinton met with members of Congress in Washington to discuss the conflict, and some members sug- gested that he shifted his position on the use of U.S. ground forces. Clinton for weeks has said he has "no intention" of sending in ground troops except as part of a protective force after a peace agreement is reached. Clinton again used the "no intention" phrase but added that he was not ruling out the eventual possibility of deploying ground troops, several participants said. Many legislators and other critics have said it was unwise to signal to President Slobodan Milosevic, the Yugoslav and Serb leader, that he need not worry about U.S. ground forces because that might have emboldened Yugoslav forces in their rampage through Kosovo. Sen. Joseph Lieberman (D-Conn.) told reporters after the meeting that Clinton "said a couple of times that he does not favor the deployment of ground forces and that it's not under active consideration now, but that no options should be removed from the table - and that it's important for Mr. Milosevic not to have any sense of cd4 fidence that he can suffer out or waWry out the NATO air bombardment and- expect us to walk away." Sen. John Kerry (D-Mass.) vwhen asked whether the use of ground troops is "off the table,' replied: "The presi- dent said that it's not on the table, but he did say that nothing is off the table and that we must achieve our goal." White House press secretary Joe Lockhart told reporters later that Clinton's views on ground troops have not changed, but he did not dispute Kerry's account of the meeting. One of the most prominent support- ers of preparing for ground troops, Sen. John McCain (R-Ariz.) acknowledged that an invasion of Yugoslavia to drive Yugoslav troops out of Kosovo could'be a grim business. "I know that should Americans die in a land war with Serbia, I will bear a considerable share of the responsibility for their loss,' he said in a speech in Washington. But McCain repeated his belief that the U.S. must win the conflict, ensuring the return of ethnic Albanians to Kosovo - where they formed 90 percent of the prewar population of 1.8 million - because the nation's "most important values" have converged with the strate- gic importance of maintaining American credibility and NATO strength. Gen. Wesley Clark, the NATO supreme commander, said in Brussels that the additional aircraft he requested over the weekend represent only the U.S. component of a major boost in alliance strike power.
