The Rev. Jesse Jackson, a well- nown leader involved in politics, has rade it known that he currently is try- ig to negotiate the release of the three risoners of war who were captured ear the Kosovo-Macedonia border ear- ets month. In an interview before his on-campus peech Friday morning, Jackson said the itent of his delegation - made up of erbian and religious leaders from the Inited States - are together attempting o "make a strong moral appeal to filosevic" to release the captives. -Jackson said he met with Vladislav wanovic, the United Nations ambas- avto Yugoslavia, on Tuesday to dis- u he possibility of releasing the risoners. Although Jovanovic "offered o reassurances," Jackson said, the ambassador was in touch with the for- eign ministry Thursday. Jackson stressed that he doesn't want a "pending" trip to Kosovo to see the prisoners to be "used a propaganda tool. "If they are released it could be a breakthrough in talks and negotiations, as opposed to an increase in violence, bombing and ethnic cleansing," he said. But even if Milosevic will not agree to their release, Jackson said, "We are willing to go to see them, to make con- tact." The appeal to free the POWs will act as a circuit breaker and "open some small window for the talks," he said. In 1984, Jackson negotiated the release of prisoners in Cuba and helped to free Robert Goodman, a Navy officer who was being held captive in Syria. He also campaigned to free hostages dur- ing the Desert Storm campaign in the early 1990s. After the release of Goodman, Jackson said, it allowed former President Ronald Reagan to thank the Syrian leader and revive peace talks. "Clinton may be locked into a cycle of violence and pain they cannot break politically," Jackson said. If the POWs were released, negotiations between the U.S. and Milosevic also might be revived, he said. "It leaves room for people to say thanks," Jackson added. He said although the NATO bomb- ings became necessary after negotia- tions had been exhausted and the "atrocities were mounting" in Kosovo, winning a war does not necessarily mean killing people. Stopping the ethnic cleansing, creat- ing a peaceful co-existence and having people return home are how "we, with honor, win," Jackson said. LSA senior Tariq Hafeez, an organiz- er of a Diag rally earlier this month to protest the ethnic cleansing in Kosovo said Jackson's plan might be worth- while. "It could probably open up channels of communication" between the United States and Milosevic, Hafeez said. "Releasing the prisoners may be a good step in negotiations." Although he said he supports the bombings on Yugoslavia "because Milosevic needs to get pressured into stopping the ethnic cleansing in Kosovo," Hafeez said any tactic with the potential to cease the extermination of the ethnic Albanians - including releasing the captives - has his support. But affirmative action is "a strange takeoff for the vision," he said, calling the practice "a conservative remedy" that is not a plan for reparations or a way to regain lost ground, but "a way to offset negative action." The American dream of inclusion should include all people who "yearn to breathe free" without regard to race, religion, sexual orientation or language, he said, but "dream-busters lock people out" based on those very factors. "Look at the world through a door, not a keyhole," Jackson urged. "Join the real world" in which most people are not white males who speak English and have money, he said. He used athletic teams as symbols of diversity with people who interact with- out regard to race. "How could they go beyond race?" Jackson asked. "Because the rules are fair, the playing field is even." With regard to affirmative action as a policy, he said other factors besides grade point averages have always formed bases for admissions and that "affirmative action is a majority, not a minority" since white women and their families have been the biggest benefi- ciaries of the policies. "Let's choose diversity," Jackson said. "Let's choose multicultural educa- tion. That's the future." LSA senior Giancarlo Guzman, who said he came to- hear Jackson speak because he "represents ideals that aren't always voiced," said one of the strong t points of Jackson's speech was that Jackson represented everyone. "We are not stating specifically what the numbers are.... We have to be realistic and flexible as we look at the future," Albright told reporters accompanying her. Vedrine noted that while previous peace plans were framed in terms of only a NATO peacekeeping force in Kosovo after a withdrawal of Serb forces, the Russians "could perhaps join a force that was fixed, decided and determined within the framework of the United Nations." He said the possibility of a combination of different types of security forces was being explored "even if it's a bit early to say any more." As the Clinton administration prepared for a week of explaining its Kosovo policy to congressional leaders who have become increasingly doubtful that success can be achieved by airstrikes alone, several U.S. officials said NATO has standby plans for the use of ground troops that could be updated quickly if needed. The comments by the officials in separate forums appeared to be coordinated because of their rhetorical similarity, suggest- ing the administration might be attempting to open the door slightly to the possibility of introducing troops in Kosovo.
