Despite the national decrease, Michigan saw an 8 percent increase in murders of gay people, the second highest nationally, Kosofsky said. m But the University has not "had a lot of high .profile cases reported to the office," He also said hate crimes are under reported, adding that he supports the federal Hate Crimes Prevention Act of 1999 but is also working on an all inclusive statewide hate crimes bill. More than 30 senators and 140 representa- tives are sponsoring the bill, Correia said. Correia said Judiciary Committee Chair and Sen. Orrin Hatch (R- Utah) is expected to hold hearings on the bill April 28. As the Clinton administration works to pass hate crimes legislation, it is also collecting data to assess student attitudes towards discrimina- tion on campuses nationwide. According to an MTV poll conducted by Penn, Schoen and Berland Associates, Inc., released yesterday, 95 percent of young people support the expansion of hate crime laws. The MTV poll showed that 91 percent of young people believe that hate crimes are a national crisis and the federal government should take action to prevent them. Universities are currently required to report all hate crimes to the Department of Justice under the Campus Security Act. LOCAL/STTA] The new legislation will carve out a special role for federal involvement in protecting peo- ple from discrimination, Correia said. By prosecuting hate crimes, the government is sending "an important signal to people that this kind of behavior has to stop," he added. The legislation and proposed programs are a "signal that there is a problem," said Sean Kosofsky, assistant director of policy at the Triangle Foundation. White House officials also will be conduct- ing surveys on the subject. "Hate crimes alone don't tell the whole story" said assistant Director for Policy Planning Mary Smith, adding that the adminis- tration hopes to acquire more information on the climate in general. Once the survey data is collected, the Department of Justice and the Department of Education will be able to assess the next appro- priate step, Smith said. Officials plan to have a test run of the survey ready in the fall and expect to have the data by spring 2000, Smith said. The program will also target middle schools in a joint effort by public and private institu- tions. The private institutions working on the program include AT&T, Court T\, the National Middle School Association, the Anti- Defamation League and Cable in the Classroom. These institutions will work with the depart- ments of Justice and Education to teach toler- ance to middle school students. "The primary emphasis is to teach tolerance in student's everyday lives," Smith said. It is particularly important to target middle school students and "to reach the population of students while they're in their attitude forming years," Smith said.
