LOCAL/STATE The Michigan Daily - Thursday, February 18, 1999 - 7A roposal si TEXTBOOKS Continued from Page IA plan would result in reduced funding for crucial programs. "People talk about the burden on col- lege students. I understand that prob- ,but I think it's a much bigger pic- re," Kilpatrick said. "I'm not funda- Smntally opposed to cutting college uggests tax breaks on textbooks costs, but I'm fundamentally opposed to the attack on our school aid funding" Michigan Book and Supply Manager Steve Schindler said he supports the bill but doesn't foresee any effect on his store. "We feel that anything that's going to help the students out, we would sup- port," Schindler said. But "I really don't see it affecting our sales - even posi- tively." Dave Richard, general manager of Ulrich's Bookstore, agreed - but said the bill should drop the stipulation that the textbook be for a specific college class. "We're 100 percent in favor of it," Richard said. "But I think it should be a blanket thing on all textbooks. If you're buying a textbook, you're using it for an educational purpose." The bill is only in a preliminary stage of the legislative process, but Stille said he is hopeful to "get some kind of a hearing in May or June." Byrum said students shouldn't expect to get the tax break for the fall semester, but if the bill does pass both Houses it is likely to go into effect "almost imme- diately." HOUSING Continued from Page IA overcrowding in the fall, but the application numbers "may change." All students - including junior and seniors - may apply for housing in residence halls. About 33 percent of University housing residents are returning stu- dents, Mantyk said. Amy Waldvogel, the coordinator of residence education at Stockwell Residence Hall, said about 25 per- cent of Stockwell residents consis- tently reapply for housing. She attributes it to the cafeteria- provided meals and the friendships; students establish.x "It offers them an opportunity to become involved on campus through 7 leadership roles in the building," Waldvogel said. Easy access to food and friends are also reasons why Engineering first-year student Christopher Ingram is returning to South Quad Residence Hall. He said he and several friends plan to live in the same hall in the fal. "I liked it this year, being around all the students," Ingram said. "I like the dorm life." Twenty-first Century Program Director Marita Inglehart said she is happy with the decrease in size. "I agree with that 100 percent," Inglehart said, adding that it's diffi- cult to create a sense of community with a large enrollment. "For both the community within and the community outside, there needs to be a strong cohesive atmos- phere," said David Schoem, assis- tant vice president for academic and student affairs. Currently, the northeast and northwest wings of Markley are home to 21st Century students, but the reduced enrollment plan will open those wings to students not enrolled in the program. "We are decreasing the size of the program so that it can select from applicants those students who want the emphasis of the program and not merely to be at Markley," Gurin said, But Inglehart said certain areas of Markley will remain designated for program students. The revised program will focus on community service. As director, Inglehart set a requirement that par- ticipants perform five hours of com- munity service. "I hope that will continue," she said. She said some University instruc- tors are interested in structuring pro- gram workshops and courses around community service. Inglehart said she hopes "they get some first-year seminars going." Schoem said the application process for the new program will trot change. Students who are admitted to the University can preference the Michigan Community Scholars Program when filling out the Michigan Living Community appli- cation that accompanies University Housing information and form. Inglehart, who has been with the 21st Century Program for the past two years, will resign as of June 30. She said she is pleased with the pro- gram's development and future. "Marita has been a very commit- . ted and extremely dedicated leader of the program," Schoem said. Gurin added that "all of the direc- tors of the program, including Marita Inglehart, have done an excellent job of guiding the program since its inception."
