GEO Chief Negotiator Eric Odier-Fink said his team pre- sented two packages of proposals at yesterday's negotiation session. Odier-Fink said the second package includes two affirmative action proposals and a counterproposal to the University's program for compensation for international GSI training. Odier-Fink said this package of proposals, which had to be included in GEO's contract, would be discussed extensively at Thursday's negotiation session. Steve Chabot (R-Ohio) said. "They produced smoke so thick that it continues to cloud this debate. But, if you look through the smoke and the mirrors employed by these very able lawyers, you will see the truth." Even as he argued for conviction, Hyde put forward a long- shot request to delay the final vote, which is scheduled for Thursday or Friday. In a letter to Senate leaders, Hyde said that new questions about whether White House aide Sidney Blumenthal lied in his recent deposition for House managers warranted the delay. MARTINSVILLE, Va. (AP) - A judge added only 10 more days yesterday to the sentence of a man who led an "exemplary" life in Michigan after fleeing from a Virginia jail work crew 25 years ago. "You've been looking over your shoulder for long enough," Circuit Judge Charles Stone told Alfred Martin III in sentencing him for escaping. "Some deterrence is needed but not a great deal in your case." More than 50 friends and relatives broke into applause in the courtroom. Martin was extradited from Michigan after court rul- ings left Gov. John Engler no choice in the matter. He had faced up to five years in prison on the escape charge. Martin pleaded guilty to the charge last month. Martin, from Livonia, also is serving a one-year jail sen- tence for his original conviction of selling $10 worth of marijuana to a police informant. He has been held for more than two months and could be released early for good behavior. "I did wrong, but I've been good," Martin told the judge. His voice broke as he said, "I am glad to be here today to be relieved of a burden I've carried too long." Martin apologized to the judge and explained that he fled because he needed to take care of his wife, a recent immigrant from the Caribbean, and their baby. "We were broke and Ann had no job," Martin testified. "She was scared and confused." By serving a jail sentence, he said, "I felt I was desert- ing her." The judge refused to put Martin on probation after he serves his jail time. Commonwealth's Attorney Joan Ziglar had main- "You've been looking over your shoulder for long enough." - Charles Stone Circuit Judge tained that Martin should spend more time behind bars in order to send a message to other inmates that they can't walk away from a crime and expect leniency from the state. But she made no sentence recommendation. Martin was just two days into his one-year sentence when he left a jail work-crew on Feb. 13, 1974. A prosecutor said Martin likely would have spent only about three months in jail on the marijuana conviction. Had he not been caught driving with expired license plates in Michigan last November, and if Virginia had not pressed for extradition, he would still be working at a mortgage company and living with his wife and three children. At the time of his extradition, Martin was praised by a judge in Detroit as being "exemplary." The judge also called his family "a credit to Michigan." But Judge William Cahalan also said he had to honor Virginia's request because recent court rulings prevent- ed a governor from blocking an extradition. Virginia first sought his extradition in 1974, but then- Gov. William Milliken, under old rules, was able, in effect, to grant Martin legal asylum. KNOW OF NEWS?
