Providing financial opportunities to students interested in going to college was also addressed in the speech. Engler's plan would allot S2,500 to each student who passes the MEAP test. The money would be used to pay tuition at any Michigan college or university. Engler stressed the positive reinforce- ment of Michigan's youth. "It is important we reward students who play by the rules and meet our standards,' Engler said. Funds regained from the settlement with the tobacco industry would subsidize the project. On the subject of education, Engler stressed his support for the reforms President Clinton mandated in last week's State of the Union address, such as the termination of social promotions, higher teacher standards and more choice in schools. Also on the minds of members of both parties were two different versions of an income tax cut for Michigan residents. The Republican plan proposed by Engler promises to cut the income tax rate from 4.4 percent to 3.9 percent. The new cut would "add billions to the $11 bil- lion we've already saved Michigan taxpayers," Engler said. The issue of crime was also focused on in the speech, and Engler reaffirmed his commitment to curbing it. "We will be relentless in the fight against crime," he said. Specifically, Engler said he is pleased with the fact that the number of prisoners in Michigan is up. He said he makes no apologies for that fact because in Michigan, "if you do the crime, you do the time." The governor briefly mentioned the environment, congratulating the state on the success of the Clean Michigan Initiative, sponsored by Republicans, but joined, in the end by many of the state's leading politicians. Brater disputed Engler's claim that Nlichigan is cleaner than it has been in "generations." "Every year he gets up there and says our cnvi- ronment is cleaner than ever" she said. "This is a complete and bald faced lie." Unlike Democrats, Republican legislators were pleased with the speech, said House Speaker Chuck Perricone (R-Kalamazoo). "The Governor gave a heck of a speech here," Perricone said. "He hit a home run. The Democrats aren't happy because Republicans get it dole." "From the Great Lakes to the Dead Sea" is a day-long ' seminar designed to educate students on recent develop- ments in the Middle East and provide speakers Levin on subjects rang- ing from U.S. foreign policies to jobs in Congress. U.S. Sen. Carl Levin (D-Mich.) and U.S. Rep. Lynn Rivers (D-Ann Arbor) will be speaking during the day, along with Jim Alexander, direc- tor of Gov. John Engler's southeast Michigan office, Mark Brewer, chair of the Michigan Democratic Party and others. The American Israel Public Affairs Committee is sponsoring the confer- ence in conjunction with Hillel. "This conference is really great, becausn not only will it give us a look at U.S. politics, but also the two of them will be talking about why it's important to get involved on your campus," Tigay said. "We are very fortunate to get these speakers." Rivers said she will be addressing students who are thinking about pursu- ing a career in politics and hopes she can prepare them. "I go to help people understand what they're going to encounter on the Hill," Rivers said. "As a Representative, any time I can help people access our democracy, it's better for everybody." Levin's spokesperson Tara Andringa said although the senator has not yet finalized plans for his speech, he has outlined his main points. "The two things he'll be talking about are the political activism on cam- pus - about students getting involved - and international-U.S, relations," Andringa said. Serving as the ranking Democrat on the Senate Armed Services Committee will afford Levin extra knowledge that he can share with students, Andringa said.
