Committee Chair Henry Hyde (R-Ill.) *jected a request by Clinton's lawyers to triple the 30 minutes allotted to them at tomorrow's hearing for questioning Starr, Republican committee officials said, speaking on condition of anonymity. "The granting of any time to the White House illustrates our efforts to be fair," one official said. "Considering each member only has five minutes to ques- tion Starr, granting the White House 30 minutes is more than generous." Meanwhile, Starr sent the commit- tee material on Clinton friend Webster Hubbell, who is under investigation by the prosecutor for receiving pay- ments from the president's friends and supporters. The independent counsel is investi- gating whether this was "hush money" to keep Hubbell from implicating Clinton in any wrongdoing. The mater- ial could allow the panel to take the investigation beyond Clinton's affair with Monica Lewinsky, though Starr did not recommend any new grounds for impeaching the president. White House counsel Charles Ruff had written Hyde seeking more time for questioning Starr. "It is the guiding principle of our adversarial system that truth emerges most clearly from the interplay of direct and cross-examina- tion." Hyde met with committee Republicans yesterday but lawmakers in the meeting said he did not present an expanded witness list. Committee sources have said Hyde has agreed to additional witnesses beyond Starr and has worked on a tentative list. Starr spent the day preparing for his testimony tomorrow before the com- mittee by reviewing evidence and con- ducting mock hearings with his staff. Former White House Press Secretary Dee Dee Myers, U.S. Sen. Kay Bailey Hutchinson (R-Tex.) and Patricia Ireland, president of the National Organization for Women, all will participate in the two panel discussions. Anthony said each woman should bring a unique perspective to ihe panel, but he anticipates a very inter- esting view from Dole, who has played the "more traditional role" in American politics as a politician's wife, but also gained stature on her own merit. White House correspondent Helen Thomas, a member of the morning panel, said the transformations dur- ing her lifetime have been extraordi- nary.
