said. Sanctions could include the temporary
removal of the fraternity's charter from cam-
pus.
Under the suspension implemented yester-
day, members may still live in the house but not
participate in Greek activities such as social
events and intramural sports.
If the national board suspends the fraternity's
charter today, active members will be placed on
alumni status and be forced to move out of the
fraternity's house, located on Washtenaw
Avenue.
"We do know there was a party and that alco-
hol was present," said Howard Oberchain,
spokesperson for the fraternity's national head-
quarters in Ohio.
All chapters of the fraternity nationwide are
scheduled to become alcohol-free by July 1,
2000.
If the campus chapter's charter is suspend-
ed, the chapter could return after a semester
off campus, pending University and
Interfraternity Council approval, Oberchain
"In similar cases, we
have suspended the
charter"
- Marc Mores
National Phi Delta Theta liability and
risk management director
said.
The University's IFC adviser John Mountz
said the organization is waiting for the investi-
gations of Chi Omega and Phi Delta Theta to
finish before it begins any investigation of its
own.
"We try and work in cooperation with the
nationals," Mountz said. "Phi Delta Theta has
been a leader in pushing the Greek Community
in issues of alcohol."
Mountz said no sanctions have been made
against Phi Delta Theta fraternity from the IFC
or the University.
In the recent past, two other fraternities,
Sigma Phi Epsilon and Zeta Beta Tau, have
been sanctioned for incidents involving alco-
hol.
David Trivax, a lawyer who has been
involved in similar cases, said identifying
the persons responsible for Cantor's death
involves several key. factors, including
Cantor's age and the provider of the alco-
hol.
"If the alcohol played a part in her death ...
the next step would be to put the (fraternity or
sorority) on notice of a possible lawsuit:'
Trivax said.
For a Greek organization to be named
liable, Trivax said, it would have to be
proved that alcohol played a part in Cantor's
death.
"You would have to prove the alcohol in ht-r
system lead to her falling out the window,"
Trivax said.
The Department of Public Safety plans to
send their report on the investigation to the
Washtenaw Prosecutor's Office in a couple of
weeks, University spokesperson Julie Peterson
said.
Even if DPS submits its findings to the pros-
ecutor's office, Peterson said, their investiga-
tion still may be ongoing.

Rich Kirschen, a rabbi at Hillel,
recited an Aramaic prayer, which was
a6out life and God's presence.
*Cantor's given name in Hebrew
means beautiful life, Kirschen said.
"We are here to remember a beautiful
life," he said.
Marita Inglehart, director of
Markley's 21st Century Program - of
which Cantor was a member -- spoke
on what Cantor's death means to the
program.
Cantor's application, with which
she, sent a photo. was the first
received for the program, Inglehart
aid.
"We looked at the photo, and we got
excited," Inglehart said. "She was the
beginning of the new year ... and we
are ,deeply saddened that she was the
first-to leave us."
Many of Cantor's friends shared
their memories of her. Cantor's room-
mate, LSA first-year student Marni
Glden, spoke of how Cantor affected
Wcr 1ife.
Golden told the story of how she and
Cantor came to be roommates. Golden
wanted to find a roommate herself
rather than being randomly assigned to
a student.
She said a friend gave her Cantor's
phone number as a prospective room-
mate.
Golden said she was reluctant to call
the number because of her shyness.
Cantor "had the initiative to call me,"
Golden said.
Golden said Cantor profoundly
affected her life.
"Courtney, you did. You have taught
me so much," Golden said. "The sun
woke me up this morning. I'm not very
spiritual, but I thought that it was
Courtney."
Kinesiology senior Bradley
Holeman, president of the
Interfraternity council, and LSA senior
Mary Gray, Panhellenic president,
offered their condolences on behalf of
the Greek system.
Cantor accepted a bid to the Chi
Omega sorority last week.
Cantor's death "has definitely affect-
ed (the Greek system) and shows what
we need to change at this campus,"
Gray said.
Dean of Students E. Rovster
Harper said: "My wish for you tonight
is not to understand the details of her
death, but to understand the details of
your lives, so we don't have to stand
here again."
Haynes encouraged the crowd to sign
a remembrance book that will be given
to her parents
Counselors are available to anyone
who needs help dealing with Cantor's
death, Haynes said.
Cantor was at a party at Phi Delta
Theta on Thursday night, where she
was seen drinking alcohol. Alcohol was
found in her blood and urine samples,
according to a Washtenaw County
Medical Examiner's preliminary report.
