Listed among many of the major
events planned for the coming millenni-
um, the U.S. government is anticipating
=Census 2000 to be a major undertaking.
With the responsibility of mapping
out the entire U.S. population, the cen-
sus taken every 10 years is the only
-data-gathering operation mandated by
the Constitution.
"Census 2000 is the 22nd consecutive
census since the first one in 1790," said
Charles Needham, a community special-
with the Bureau of the Census.
The purpose of the census is to gath-
er personal information on U.S. citi-
zens, Needham said.
"Municipalities need to educate the
people on why it is so important to fill
out forms," Needham said. "Census
representation means federal funding
for health care, education, roads, police
and seats in Congress."
Michigan lost two congressional
Oats due to the 1990 census, when four
million across the nation were missed
in the counting - 28,000 in Detroit
alone.
"The census means congressional
-political power," said Kim Hunter,

Bureau of the Census.

Taking the census involves two steps:
checking addresses through a process
called "block canvassing" and follow-
ing up with unresponsive households.
Needham said Census 2000 will
address some of the problems of the 1990
census, including those involving costs.
In 1990, respondents who did not
return their census forms by mail cost
the Census Bureau more than those
who did because temporary census
workers were needed to conduct per-
sonal visits with these households,
Needham said.
"We're trying to make it as easy,
accessible and as convenient as possi-
ble," Needham said. He added that
although the idea of the census was cre-
ated on a federal level, it can only be
implemented on a local level.
One of the primary improvements
adopted to make the census more precise
is a partnership between the federal
Bureau of the Census and state govern-
ments. "The Information Improvement
Act passed by Congress allows the
Census Bureau to work with local
municipalities to check addresses,"
Needham said. Checking addresses will
mitigate the number of personal visits
conducted by enumerators.
Sixty-five percent of Americans are
expected to fill out and return the form;

the remaining 35 percent will require
follow-up interviews. This a secondary
procedure will cost between $2 billion
and $4 billion, Needham said.
Hunter said a census office will be
opened in Ann Arbor. The office will
need local residents to act as enumera-
tors for the Census 2000 project.
Responsible for tasks ranging from
verifying addresses in the preliminary
process to approaching unresponsive
households during the follow-up, enu-
merators will be needed for six weeks
starting this February.
Ann Arbor Mayor Ingrid Sheldon
encouraged students and residents of
Ann Arbor to become involved with the
Census 2000 project.
"Block grants and aid funds from the
federal government are distributed by
population. Therefore, the more people
that can participate, the better," Sheldon
said. "Ann Arbor has always qualified
for federal block grants."
The money appropriated through the
government based on census figures
will be used by the city of Ann Arbor to
fund human and housing services for
low-income residents.
By participating in Census 2000, stu-
dents can acquire many valuable skills
and help the community plan for the
future, Needham said.
