Accusing security forces of trying to wipe out ethnic Albanians in the Yugoslav province Kosovo, Britain called an emergency meet- of the U.N. Security Council to condemn the killings. The latest allegations of massacres by Serb police and the Yugoslav army came after diplo- mats, journalists and human rights workers saw as many as 18 mutilated bodies earlier this Week in nearby Obrija (Oh-BREE-ya), includ- )ing those of women and children. Five miles to the south, residents of lubovac said yesterday that Serb forces sur- nded a pocket of refugees there last ,:Saturday and singled out the men to kill. They said the victims were already buried, but pointed to saucer-sized pools of dried }blood and empty cartridges in front of a fence where they said the refugees were shot. "They pointed to the men and took them 'beside my house," said Naim Hodzaj, a 53- year-old farmer in the village about 20 miles west of Kosovo's capital Pristina. "They shot them all." John Conyers (D-Mich.) that bipar- tisanship can be attained if the committee adheres to standards set out in the early 1970s when the committee was taking up the impeachment of President Nixon. Conyers was a member of that committee, and Hyde noted in his letter that the Clinton resolu- tion "follows the Watergate resolution word for word." Hyde also included a bar chart showing that all five provisions afforded Clinton in the draft reso- lution were also permitted for the Nixon White House. "I am hopeful," Hyde wrote, "that the draft will continue the bipartisanship that we both want." Clinton's defenders insist that his actions do not constitute the "high crimes and misdemeanors" set out as impeachable offenses in the Constitution. In a news conference, Conyers said he was pleased Republicans included the "Watergate- like" provisions for investigating Clinton. However, Conyers and other Democrats still want to place a strict time limit on the investiga- tion. Conyers also renewed his complaint that Republicans had rushed to release thousands of pages from the report filed by Independent Counsel Kenneth Starr. And he insisted there are major differences between Watergate and the current scandal. "Watergate involved a wholesale corruption of government, which extended through the FB, the CIA and other federal agencies," he said. "Tiis matter involves the concealing of a private affair for which the vast majority of facts are already known." Conyers was seconded by the White House, where spokesperson Mike McCurry said the two scandals are completely different. "The notion that there is any parallel is laugh- able," McCurry said. "Look at the facts, look at the sorry "long list of crimes committed, Constitution subverted, that was Watergate." McCurry also made light of Senate Majority Leader Trent Lott (R-Miss.) who supported Nixon during Watergate but said earlier this week that he considered mere presidential "bad conduct., enough, frankly, for impeachment." Joked McCurry: "Yeah, you know, bad table manners is grounds for impeachment." In another development yesterday, the General Accounting Office announced that the cost of Starr's investigations of Clinton's Whitewater dealings, his relationship with Lewinsky and other controversies has topped $40 million. Starr has estimated that he spent at least $4.4 million on the Lewinsky investigation alone this year. The most expensive independent counsel probe to date was Lawrence Walsh's $48.5 million, six- year investigation of the Reagan administration's Iran-Contra dealings. Britain and Austria called yesterday for an international investigation into what Austrian Foreign Minister Wolfgang Schuessel called the "bestial" massacre at Obrija, which the Serbs call Gornje Obrinje. "This was not an act ofwar, it was plain cold murder," British Foreign Secretary Robin Cook said in calling later for the Security Council meeting. The mass killings last weekend in the Drenica (DREY-neat-sah) region, where Serb- led forces were on their latest offensive against ethnic Albanian rebels, are among the most gruesome developments reported in eight months of all-out fighting. The Serbs are trying to crush the Kosovo Liberation Army, which is seeking independence for Kosovo, where the population is 90 percent ethnic Albanian. There was no way to corroborate the ethnic Albanians' accounts. Both sides have been accused of massacres in Kosovo, and Serb police denied responsibility for the killings in Obrija. The government's Tanjug news agency called Western reports a "media farce," and said the Obrija killing was staged to generate more pressure on Serbia, the main republic in Yugoslavia. Serb authorities promised earlier this week that troops would retreat to their barracks after claiming victory over the KLA. Report: Not enough veggies ATLANTA (AP) -- A study says Americans are eating almost 20 percent more vegetables than they did a quarter-century ago, but many of the veggies aren't green or leafy - they're deep-fried. Twenty-five percent of the vegetables consumed by Americans are french fries, according to Susan Krebs-Smith, author of a study in today's edition of the journal Cancer. The study said Americans have improved their diets since the early 1970s but need to eat even better to help reduce their cancer risk. "That's definitely not broccoli we're chewing down on" said Karen. Collins, a dietitian and con- sultant for the American Institute for Cancer Research. "In Americans' minds, if a sandwich isn't enough, what do you add? Who would think you add some stir-fry vegetables or a piece of fruit?" Krebs-Smith, a research nutritionist with the National Cancer Institute, said the explosion of fast-food joints makes potatoes - especially in the form of french fries - the vegetable people eat most.
