(AP) - Keiko the killer wiale, who leapeover a harbor breakwall to the sea in the "Free WilI movie, took a real-life step toward free- dom yesteay when he was hoisted from his aquar- ium tank tkbe airlifted to a bay pen in Iceland. "I1e is the most fit whale I have ever seen in captivity," veterinarian Lanny Cornell said before the whale was loaded into his water-filled, fiber- glass box for his long flight to Iceland. In his pen, Keiko will be reintroduced to the sights and sounds of the same waters off Iceland southern coast where he was captured more than 19 years ago at age 2. Still, trying to transform a long-captive, pam- pered whale back into a ruthless predator has never been tried before, and whale handlers at aquariums across the nation say Keikos move is only a feel-good exercise that puts the whale at risk. Critics say that Keiko isn't skilled enough at catching fish, has no experience interacting with other orcas and could be shocked by the frigid, harsh conditions of the North Atlantic. And some question the $2 million cost, all paid by the Free Willy Keiko Foundation. Even Keiko's most enthusiastic handlers say it will be at least two years before they can deter- mine if he can survive in the open ocean. And they concede he may spend the rest of his life - 10 years or more - in the pen. The varied dangers to Keiko left mixed feelings with the children of Oregon's coast who have adopted the whale as their own. Feds plan for better air bag technolog WASHINGTON (AP) -- Federal officials are expected to announce a proposal this week to spur more advanced tech- nology in autos to prevent inflating air bags from accidental- ly killing some passengers. Although air bags have saved more than 3,000 lives, according to government estimates, they have been blamed for killing I I I people since 1990 -- mostly child passengers or small female drivers. Aiming to prevent such deaths, the proposal would expand the kinds of crash tests required for federal certification ofair bags and expand the types of test dummies used to an entire "family" rather than just the traditional adult male, govern- ment and industry officials said, speaking on condition of anonymity. The new proposal could be made public as early as today, officials said, with President Clinton tentatively scheduled to make the announcement. After a public comment period, olli- cials at the National Highway Traffic Safety Administration have about a year to come up with a final regulation. NHTSA officials declined to comment on specifics of the plan, but it recently cleared a final government hurdle before it can be made public - approval by the Office of Management and Budget. Many children who were killed by air bags were unbelted or unrestrained, allowing them to be thrown close to the dashboard - where the air bag deploys -- during pre-crash braking. To try to limit that danger, the agency will propose testing" with 6- and 3-year-old child dummies who are not properly seated but are instead close to the dash board.
