LOCAL/S TATE The Michigan Daily - Monday, March 30, 1998 - 7A tate eXpa LANSING (AP) - The state of Michigan plans to dramatically increase the -number of state employees who 1Ust take drug tests and make a clean dfug screen a requirement for getting a job. SThe rules, which are set to go into act Aug. 1, already face opposition from unions who say the tests are unfair and possibly unconstitutional because they put front-line workers under more suspicion than manage- ment. The new standard, approved earlier nds drug testing laws this month by the Civil Service Commission, calls for testing of man- agement-level workers if there is "rea- sonable suspicion" that they are abus- ing drugs. That proposal covers about 16,500 employees. The commission also outlined the types of jobs where the state could require random drug tests, including vehicle operations, law enforcement, prisons and health care. People apply- ing for any job with the state would also have to pass a drug test. "In reviewing our policy, we realized there are a large number of positions in state government where the responsibil- ity could be significantly impaired if someone were using drugs or alcohol," said David Adamany, one of four Civil Service Commission members. Susan Grimes Munsell, the commis- sion's chair, said state officials have put a lot of effort into the policy to make sure it would survive court chal- lenges. And she said the policy would be part of any new labor contracts, most of which will be renegotiated this year. Bear pointed out that many other colleges, includ- ing Kent State University in Ohio, are following the University's example and holding their first pow wows on campus. Bear said the pow wow "causes peo- ple to seek out more of our history." Provost Nancy Cantor said hosting the Ann Arbor Pow Wow fits well with last semester's environmental theme. "It's important example of our cultur- al planning," Cantor said. "It's a way of coming together." LSA senior Jodi Cook, co-chair of NASA, said she estimates 10,000 peo- ple attended the event. Cook described her last pow wow as a University student "as a pretty emo- tional one." Joe Reilly, co-chair of NASA, said planning for the pow wow began in October. Reilly said he was "proud to carry on the pow wow tradition." Artist Joseph Skywolf said he trav- els every weekend to different shows and pow wows to display his art- work. "This is my first pow wow in tlh state of Michigan," Skywolf said. "1 heard this was one of the best poa wows." Skywolf said the Ann Arbor PoW Wow was more crowded than most of the ones he attends. "A lot of excitement here," Skywolf said. "The locals look like they are more involved here" LSA junior Adrea Korthase, a memil ber of the Pow Wow planning commit- tee, said a lot of time and effort has gone into the planning process, not only from members of NASA, but other stu- dent organizations.
