NATION/WORLD The Michigan Daily - Thursday, November 13, 1997 - 7A Council demands that Iraq cooperate The Washington Post UNITED NATIONS - The Security Council yesterday unanimously demanded that Iraq stop interfering with U.N. weapons inspectors, increas- ing the chances of a direct clash between Baghdad and the United States the Iraqis carry out their threat to pel American members of the inspec- tion team. The council's condemnation and insistence that Iraq comply with United Nations directives was rejected imme- diately by President Saddam Hussein's government. Foreign Minister Mohammad Saeed Sahhaf said in Baghdad that the six Americans work- ing for the U.N. Special Commission *NSCOM) would "definitely" be removed from Iraq. A move against the American inspec- tors would increase pressure on the United States to respond directly. AP PHOTO his name, speaks to The Washington Post DENVER - A key prosecution wit- ness in the Oklahoma City bombing case yesterday testified that convicted bomber Timothy McVeigh had once asked him if he wanted to join McVeigh and co-defendant Terry Nichols in their plans to take "positive offensive action" against the government. Michael Fortier told a riveted federal jury here that he first received a letter from McVeigh in late summer of 1994 talking about McVeigh's and Nichols's plans. Fortier said that McVeigh subse- quently went to his house in Kingman, Ariz., and spelled out what he meant. "He told me...that they were planning on bombing a building," he said. When asked by a prosecutor who was the "they" that McVeigh was referring to, Fortier replied "he didn't say specifically." McVeigh was convicted and sen- tenced to death in June for the April 19, 1995, truck bombing of Oklahoma's Alfred P. Murrah Federal Building in which 168 people were killed. Nichols is standing trial on identical murder and conspiracy charges. During his testimony last May at McVeigh's trial, Fortier directly connect- ed Nichols to the conspiracy. "Tim told me that him and Terry were thinking about blowing up a building," he said. Fortier, who met Nichols and McVeigh in the Army at Fort Benning, Ga., in 1988, also testified yesterday that in the fall of 1994 the men took him to storage shed in Kingman, where McVeigh showed him explosives. But Fortier said that he only saw Nichols handling a tire, not the explosives. "He was loading stuff from the storage unit into his truck," Fortier said of Nichols. In exchange for his testimony, Fortier has pleaded guilty to four lesser counts of trafficking in stolen firearms, lying to the FBI and misprison of felony, know- ing about the crime and failing to report it. While all 15 council members voted yesterday to condemn Iraq's behavior and demand that it be halted immedi- ately, officials from several countries took pains to restate their opposition to the use of force to resolve the crisis. Still, U.S. Ambassador Bill Richardson, while not spelling out Washington's next steps, raised the possibility of mil- itary action in more explicit terms than he has used previously. "We are not precluding any options including the military option," Richardson said following the vote on the U.S.-sponsored resolution. "This is not the end of the crisis; this is not the endgame. The endgame is full and unconditional reopening of UNSCOM's operations. The deadline for the Iraqis is very clear: comply immediately."
