Gephardt's accusation came as he iticized the decision by the House 'GOP to vote on Gingrich's punish- nment Jan. 21, even though a written report on the case will not be avail- able until late this week and public h~iearings will have to be conducted through the weekend. "Why are we rushing to get through this?" he asked on NBC-TV's "Meet -the Press." "I think it's only to cover it to make sure people don't have the facts. All we've asked for is a normal, reasonable process." 'Gephardt's comments mark the first 'time he has spoken out openly against the Republicans' handling of the affair. Meanwhile, Republican congression- al leaders also went on the attack, with Senate Majority Leader Trent Lott (R- Miss.) demanding a high-level investi- gation into how a recording of a cellu- U s actions lar telephone call potentially damaging to Gingrich ended up being leaked to the news media Two other leading GOP figures, responding to reports that a Democratic congressman gave the tape to reporters, said if that proves to be so, the House member should resign. Time magazine, in its current edition, quotes anonymous GOP sources as say- ing they suspect that Rep. Jim McDermott (D-Wash.), a House Ethics Committee member, leaked the record- ing. But the GOP leaders did not pub- licly accuse McDermott in their com- ments yesterday. Collectively, the developments brought a new level of intensity to the increasingly partisan and bitter affair that threatens to polarize the new Congress as it begins work. For the moment, Democrats are focusing their fire on the GOP's refusal to delay the full House vote on Gingrich's punishment. Rep. Alan May was already fighting charges that he had raped another private at the Army Ordnance Center at the Aberdeen Proving Ground last year when news of a sex scandal broke in November, rock- ing the Maryland base where he was training. His case was not connected to the very public investigation that led to accusations of rape and other sexual misconduct against two drill sergeants and a company commander, but the 22-year-old private told his father that he was worried he might not be able to get a fair trial in the midst of the sensation. May, who had denied any wrongdo- ing, hanged himself a week ago with the laces from his combat boots. Three days later, on the same day he had been scheduled to face a court-martial, the Army gave May a memorial service. "It's incredibly sad," said Capt. Margaret Kemmerly Eckrote, the sol- dier's attorney. He "never got to trial, and his death denies him the possibility of his name cleared." May was accused in August of raping someone he knew, a fellow private and trainee who has since been transferred and could not be reached for comment. She told investigators that May raped her. He insisted that the sex was con- sensual. Had he been convicted, he would have faced the possibility of life in prison. The Army would not release the woman's name or the charging docu- ments that would have provided details of the incident, which allegedly occurred in July.
