The Illegal Immigration Reform and Immigrant Responsibility Act of 1996, signed into federal law in September, changed the penalties for students'-visa requirements. It states that immigrants can be barred from the United States for up to 10 years if they do not adhere to guide- lines, said Oklahoma City immigration attorney Vance Winningham. -, The legislation doesn't changethe rules, but it makes the penalties for breaking them harsher. "It's some of the meanest, nastiest legislation that has come dowt ;in years" he said. International students must remain in good standing with universities to keep their visas. To remain in good standing, they must be enrolled as full-time stu- dents, cannot work more than 20 hours per week and cannot hold an off-campus job unless approved by immigration offi- cials, said Lee Savage, coordinator of International Student Services at the University of Oklahoma. International students and immigra- tion lawyers said the new penalties are too harsh and shouldn't be imposed on people who may not know the faws have changed. Industrial engineering senior Somu Lakshmanan said the law should be changed gradually. He said students who are breaking the rules out of igno- rance should be given a second chance before they are forced to give up their education. "Eventually, they have to tighten the rules but not all of a sudden without educating people first,' he said. "If we had not been funding research 15 to 20 years ago, we would not be enjoying the Internet today., But Stabenow said the federal gov- ernment will not greatly increase research funding in the near future. "We're going to have to work hard to keep the cost-of-living increase in the research budget,' Stabenow said. "We are falling behind the other major countries of the world.' Stabenow said the University is for- tunate, however, to also have University alumna Rep. Lynn Rivers (D-Ann Arbor) on the Science and Technology Committee. "The U of M is going to have a dou- ble bang" Stabenow said. Reflecting on her years in the state Senate and Legislature, Stabenow noted many differences in the federal system. "The size is very different, with 50 people on a committee, and you don't see everybody everyday," Stabenow said. "But the legislative process is still the same." With partisan politics looming over Washington, Stabenow is trying to break the party-line barrier by propos- ing an agriculture bill with Rep. Nick Smith (R-Addison). "It's important to be working togeth- er with the Republicans;' Stabenow said. Although the tone in the Capitol recently has been dominated by ethics charges against House Speaker Newt Gingrich (R-Ga.), Stabenow said repre- sentatives are "really committed to get- ting things done.' "He's the same old speaker who is very partisan;' Stabenow said. "But we're doing our best to work in a bipar- tisan way." Stabenow said she is very optimistic about the current Legislature. "We have an opportunity to balance the budget and focus on education;' Stabenow said.
