"It may be impos- sible for a court to assess that sensibly for a long time until there is more expe- rience out in the world," he said. Those who advocate for a right to physician-assisted suicide, including some doctors, say cancer patients, AIDS victims and others who are ter- minally ill should not have to suffer through a painful death. An individual's right to privacy, they say, should guar- antee the choice to speed death with drugs or other methods prescribed by a doctor. In other words, people should have a choice in their own death. Those who oppose this view, includ- ing the Clinton adminstration and the Washington and New York state offi- cials arguing the case, voice an overrid- ing interest in protecting life and say assisted suicide would be abused by unscrupulous doctors and greedy rela- tives. They say it could force depressed or misguided patients into an irre- versible choice. Lott prepares for new Congress * Senate leader plans to introduce bills to cut taxes $150 billion WASHINGTON (AP) - Trent Lott, portraying his Senate as a can-do "island of tranquility" in a stormy capi- tal, says Republicans are readying a 10- bill package for the new Congress that includes $150 billion in tax cuts and a balanced budget amendment to the Constitution. With House Republicans focused on defending embattled Speaker Newt Gingrich (R-Ga.), Lott, the Senate majority leader, is marshaling GOP senators to take an early lead in setting the agenda of the new Congress. He's scheduled to flesh out the 10- bill package, to be introduced the day after President Clinton's Jan. 20 inaugu- ration, in meetings today with Senate committee chairs and tomorrow with the entire GOP caucus. Lott repeated Republicans' intention to allow Clinton to make the first step on such politically unpopular measures as wringing savings from Medicare and trimming cost-of-living adjustments to Social Security benefits. But, in the 105th Congress, Republicans will revive some of the measures that scored well with voters in the 104th, when they pushed their much more sweeping "Contract With America." "I want the president to lead. He is the president. The people elected him. He has a responsibility," Lott said yes- terday. "But we have an obligation to lead also. We will not always vit. 'I The Washington Post WASHINGTON - Newt Gingrich said there would be no retribution, House Republican leaders said there would be no retribution, but Republican Party officials apparently did not get the message. Republican lawmakers who did not vote to re-elect Gingrich as speaker were told they were not welcome at last night's GOP dinner honoring Republican National Chairperson Haley Barbour. The lawmakers were not asked flatly to stay away from the gala, but they were told many GOP donors who would be attending had asked not to be seated with them. "We're just informing members of their sentiments," Edward Gillespie, the RNC's communications director said yesterday. Gillespie said it really didn't have as much to do with party discipline, as with social graces - suggesting the lawmakers would be skunks at a garden party. "It's more a matter of not wanting to have a member of Congress show up at a festive event and then have the. conversation come to a grinding halt when they sit down at the table," he said. But Gillespie did not dismiss the issue of loyalty as a c- tor and signaled there would be consequences for not back- ing Gingrich. "I wouldn't characterize it as punishment for their votes - but it certainly is a byproduct of their vote;he said. Four GOP lawmakers - Reps. Tom Campbell (Calif.), Michael Forbes (N.Y.), James Leach (Iowa), and Linda Smith, (Wash.) -- voted for candidates other than Gingich. Five others voted "present": Reps. John Hostettler (Ind.), Scott Klug (Wis.), Constance Morella (Md.), Mark Neumann (Wis.), and Frank Wolf (Va.). Only Forbes, Hostettler, Klug and Wolf had been sched- uled to attend the dinner. Forbes, the first GOP lawmakef to publicly oppose Gingrich's re-election as speaker, said hb was saddened that Barbour's tenure as party chairman was ending with "such petty silliness."
