The Michigan Daily - Thursday, September 5, 1996 - Page 7A ,The Washington Post WASHINGTON - Tucked into the fiscal 1997 defense authorization bill are hundreds of directives from Congress that require the White House and Defense Department to send reports to Capitol Hill on a wide range of subjects. The legislated requests for studies can be enormously ambitious, such as one calling for a comprehensive examination of defense strate- gy" every four years. Or they can be very simple and specific such as an assessment of "self defense options" for the Navy's Cyclone patrol boat. Last year, Congress wrote into the defense authorization and appropriations bills require- ments for so many reports that it took the Pentagon I l pages to list them all. The Pentagon is still putting together this year's num- ber, because the final version of the bill has passed only the House. It may be taken up in the Senate this week. Congress writes language requesting reports into almost every authorization or appropria- tions bill, but no other department gets as many as Defense. One House staff member said he doubted many of last year's reports were even read when they finally reached Capitol Hill. "I have enough trouble reading the basic backup materials sent with the budget,' he said. Critics describe these congressional orders as either attempts to micromanage defense spend- ing or make-work projects designed to promote some members' or staffers' pet issues. Often they reflect partisan political agendas. For example, a Republican-drafted provision in the current bill calls on President Clinton to certify within 15 days of signing it whether the United States "can intercept and destroy a single ballistic missile launched at the territory of the United States." GOP presidential nominee Bob Dole has campaigned vociferously on the need for ballis- tic missile defense, saying in a June speech in New York: "If there was a ballistic missile on its way to New York City and (you) got on the phone to the White House, you'd probably say shoot it down. But we can't because we don't have the technology."
