Under a bill approved yesterday in a House committee, the Urbins could have found out about Williams' past crimes and where he lived. Without the measure, that information is confiden- tial -- and anyone who divulges it would be guilty of a $500 misde- meanor. "If we'd known he was in the neigh- borhood we could have told our daugh- ters what to look for," Urbin, a 49-year- old automaker from Fenton, said softly. "I believe women deserve better pro- tection from sexual crimes than they are now getting." Fourteen-year-old Michelle and 16- year-old Melissa were kidnapped near their home in September 1991 by Leslie Allen Williams, who lived about 10 miles away. Their bodies were found several months later in a Genesee County cemetery. Williams, who committed the crime while free on parole after serving seven years of a 25-year sentence for sexual assault, also raped and killed two other girls that fall and winter and abducted another girl and one woman. He now is serving five life sentences for the four murders. Susan Pennington said the bill will cause senous damage to sex offenders who are getting treatment and trying to reconcile with their families. She also fears the effects on the spouses and children of those whose names and whereabouts are made public. "If you pass this bill, it will be the children who are revictimized," the Lansing woman told members of the House Judiciary and Civil Rights Committee. "There are families out there that have worked long and hard to remain a family. But what happens when neigh- bors and classmates find out that they've been abused and daddy's living at home?" The bill's spon- sor said the need to protect the -l public overshad-I e ows the argu- ments against the women measure. "Victims and p potentialtvictims need to be fr m e empowered," said Sen. Michael Bouchard (R- are now , Birmingham). "The victims have to deal with this crime for the rest of their life. I don't think it's too punishing to have the perpetrator register with the police and have their whereabouts known" Bouchard's bill would open the Sex Offenders Registry to public view. The list, which now has 20,384 people on it in Michigan, has been compiled and kept by the state police since 1995. Offenders' name, aliases, physical description, Social Security number, birth date and address would have to be made accessible to the public at local law enforcement agencies as of April 1, 1997. The measure passed the committee F F 12-1. Rep. Ted Wallace (D-Detroit), voted against it, while Rep. Mary Schroer (D-Ann Arbor), declined to vote. Schroer said that, as a mother, she would want the information. But she also is concerned about public reprisals against ex-offenders, and about the. ability for the information to be pub- lished in newspapers and elsewhere. "Farris is a person who has a good sense of what needs to be accomplished. He sets goals and is forthright in trying to accom- plish those goals," Miskel said, adding that Womack will teach a doctoral-level class on administration in higher education. "His background and experiences are closely related to what he'll teach," Miskel said. Vice President for Student Affairs Maureen Hartford knows Womack as both a student and a colleague - he was her thesis adviser when she earned her doctorate. "In some ways, Farris has been teaching me for a long time," Hartford said. "I'm personally sad to see him step- ping down. He has brought a wonderful combination of an academic who is also an incredibly astute businessper- son." This combination of academic and business experience led Womack to see the financial aspects of the University from a larger academic perspective. "You run into a lot of problems at first, but during the term you have a lot of support from faculty and sponsors" said Tong Kim, whose group's project was a camera alignment target for a sensory assembly station. "The learning curve in this class is unbelievable. The professors help you and you.. are on your way." Other projects displayed include a seat-back recliner for car seats, a two-legged metal mechanism that walks down a slope with only the potential energy of gravity and a simula- tion of flexible manufacturing systems.
