At the same time, the department said it would tighten the process by which immigrants become naturalized U.S. citizens and continue its own investigation of the program. It said the Immigration and Naturalization Service would make an "expanded effort" to ensure that no one is naturalized without a completed FBI fingerprint check, hire a private compa- ny to oversee an INS audit of naturaliza- tion cases and undertake a "comprehen- sive reengineering" of the citizenship program with an outside consultant. Under a policy implemented last week, the INS is requiring verification from the FBI that criminal background checks have been concluded before an applicant can receive citizenship. Under the previous policy, the citi- zenship process could go ahead if the INS had not received word from the FBI within 60 days, a waiting period doubled to 120 days this summer. The request for an independent coun- sel was made Nov. 1 by Rep. Bill Zeliff (R-N.H.), chair of the national security, international affairs, and criminal jus- tice subcommittee of the House Committee on Government Reform and Oversight,,and four GOP colleagues. They charged that the Citizenship USA program, which naturalized a record I million immigrants during fis- cal 1996, had been "corrupted by a reck- less drive for political gain" in the Nov. 5 elections and that large numbers of"vio- lent criminals" had become citizens. . In a reply yesterday, the Justice Department said it had found "no spe- cific and credible evidence" that any officials covered by the independent counsel statute had committed crimes in connection with Citizenship USA. The letter acknowledged that "the information does suggest the possibility of federal offenses by other persons, some of which have already been prose- cuted by the department." But it said allegations "relate only to low-ranking officials and private companies" and do not create a conflict of interest for the Justice Department in pursuing them. Ten journalists were the only passengers when the first Eurostar left London's Waterloo Station at 5:50 a.m., but traf- fic built up during the day as the line resumed offering about 90 percent of its scheduled service to Paris and Brussels. "There were no technical problems at all today. Safety is our No. I priority. We are only operating because we believe it is safe,' said Ian Brooks, executive commercial director of Eurostar. Yesterday's passengers numbered in the hundreds rather than thousands, "but we think there will be a steady increase as the weekend approaches,' Brooks said. Eurostar has a capacity of about 34,000 seats per day, and was carrying about half that many passengers before the Nov. 18 fire, Brooks said. Permission to resume service came Tuesday night from a British-French safety board, after most travelers had made alternative plans for yesterday. Beefed-up security persuaded safety experts - but not all critics - that the 31-mile northern tunnel is safe to use while repairs are under way on the southern tunnel.
