Although pundits who declare Japan at historic crossroads often turn out to be wrong, everyone from liberal com- mentator Minoru Morita to former de- News fense official Narihiko Ueda agree that the declaration has effectively pushed Analysis the nation beyond its insular mentality to publicly proclaim a responsibility for Asia's peace through a powerful military partnership with the United States. W ntil now, the U.S.-Japan security treaty has overwhelm- ingly been viewed here mainly as a device for Japan's defense. But that raison d'etre became less credible after the collapse of Japan's biggest Cold War menace, the old Soviet Union - and because fewer Americans are willing to per- petually support the treaty as a means of defending the SPECIAL ADVA T 14UR A N4 a% * "'44 ".4S. 5' / b 0 &~a 111 r@y "1 twentieth century fox - noon attack A michael lehn ben chaplin jomie fox . a howard shore - t bonn robert brinkmann Eaeirv e richard hash 5 14WegoneCOKU FREE MOV NATION/WORLD The Michigan Daily - Thursday, April 18, 1996 - 9A LINTON VISIT COMES TO A CLOSE S. troops of SJapan aiance th emotion when sa- can president. o," Clinton said, "no lieved that an Ameri- panese cruiser could side, that our forces der to shoulder, day s morning to the Japa- ament, Clinton is ex- the importance of the relationship between ar II foes, the central ay state visit to Japan. years, the United almost exclusively apan's military pro- ton said the agree- d this week with e Japan will take a officials say the eement is of historic mark step toward the g able to depend more ary backing in Asian made agreements to support, from gaso- line to civilian runways, to U.S. troops in peacetime. And it pledged to study whether it might take a more active role in the event of war. U.S. officials said Japan is far from ready to send troops into battle alongside U.S. forces, and they say that is not some- thing the United States wants anyway. But Japan has now guaranteed to be a vigorous partner in almost all other kinds of operations. And that is enormously significant, they said, with China grow- ing ever more assertive and North Korea continuing its dangerous brinkmanship. "Because of this, we'll be able to do a lot more joint planning," said one ad- ministration official, speaking on the condition ofanonymity. Hesaid thenew agreements will make it easier for both countries to plan a coordinated response in the event of a crisis on the Korean Peninsula or elsewhere in the region. The officials said these new initiatives also show Japan's willingness to become more involved in global issues. Japan has increased its participation in U.N. peace- keeping activities and it recently decided to give $130 million to relief and recon- struction efforts in Bosnia. "The concept that the security treaty is no longer a Japan protection device, but is for regional security like NATO, is a turning point," said Robert Orr, a senior research fellow at Temple University here. "The extent to which that concept is embraced means the survival of the treaty. If it can't be embraced, the treaty will die because Americans won't support it." Both elements have always been part of the 1951 treaty, under which the United States is obliged to defend Japan in exchange for use of the bases and more than $5 billion annually to support the 47,000 troops here. But analysts say the declaration has clearly signified a reversal of those priorities into a new, expanded role for Japan in helping police the Asia region in concert with the United States. The declaration has been backed up in recent days by new agreements for Japan to begin supplying such services as transport, refueling and the replacement of weapons parts and to review 1978 guidelines on Japanese cooperation during military crises. In addition, the two sides agreed to enhance technology exchange, including joint research on the F-2 support fighter and a current study into a ballistic missile defense.
