L WASHINGTON (AP)- A compro- mise farm bill that breaks the Depres- sion-era link between crop prices and government payments cleared a panel of House and Senate negotiators yester- day after they agreed on overhauling dairy programs. The agreement paves the way for final passage next week of the seven- year bill, intended to shift agriculture to producing for a rapidly growing over- seas market. The measure ends price- based subsidiesfor major crops in favor of fixed-but declining payments to growers of corn, other feed grains, cot- ton, rice and wheat. "With reluctance, I will recommend to President Clinton that he sign the bill," Agriculture Secretary Dan Glickman said in a statement. Al- though critical of its core provision, Glickman said he had to worry about farmers. Glickman said he knew farmers were pressing for action because planting season is moving ever closer north to the grain-rich Midwest. "The hour is late and further delay only hurts the people this department is here to serve," he said. The bill did grant administration re- quests for rural development and nutri- tion programs, and includes adminis- tration language on trade and research. But it fell short of giving some of the traditional farmer protections sought by the administration. The major crops provision would guarantee growers $36 billion in "mar- ket transition payments" over seven years. A special commission wouldrec- ommend the future farm program. Government controls overwhat farm- ers could grow in order to get payments would mostly end. The government could no longer require that farmers idle acres in order to get payments. "Clearly today we're on the brink of enacting a market transition plan that will guarantee farmers stability over the next seven years while getting the dead hand of government out of the business of farming," said Rep. This challenges a conclusion that has been fundamental in biology for de- cades. Two scientists, F. Macfarlane Burnet of Australia and Peter Medawar of Britain, shared the Nobel Prize in 1960 for research showing that the im- mune system of newborns was too im- mature to reject foreign antigens. The new work creates a fresh, funda- mental understanding of the immune system, but scientists said it will take years before the laboratory studies on mice could be translated into medicdl treatment for humans. Reports on the findings will be pub- lished today in the journal Science. Marcella Sarzotti-Kelsoe of the Bal- timore Veterans Affairs Medical Cen- ter led a team that inoculated two-day old mice with low doses of virus and found the animals developed long-term immunity to the disease. However, she said, newborn mice exposed to large doses of the same virus were not able to mount an immune response and quickly died. It shows, she said, that "given the correct dose newborns can respond like adults."
