From Staff and Wire Reports Pounding a giant drum and singing, about 100 Native Americans rallied at the state Capitol yesterday to protest the governor's proposaltoendatuition waiver for Native Americans. "Most of the Native students won't be able to go to college anymore if they get rid of the waiver," said An- drew Adams III, president of the University's Native American Stu- dents Association. Adams and about 15 students missed classes to attend yesterday's demonstration. The protesters milled about carrying signs: "Don't Help Breed Ignorance," "Keep the Tuition Waiver," "Give Us the Waiver or Give Us the Land." It is the second year in the battle over the Indian tuition waiver, which pays for Indian students' tuition at two-or four-year colleges. Established in 1972, it was targeted for elimina- tion last year by Gov. John Engler. Supporters in the Legislature in- serted it back into the governor's bud- get plan last year. This year, they are again trying to authorize it in the higher education appropriations bill, now in a Senate subcommittee. "(Engler) shouldn't get ridofthe waiver for legal and historical reasons," Adams said. "It is the fulfillment of certain trea- ties that have been signed." The program grew outofatreaty nego- tiatedin 1836 when theterritory ofMichi- gan took Indian lands in exchange for promises to give Native Americans ad- equate education and health care. Engineering junior Dennis Tadgerson, whose tuition has been waived, said he is more concerned about his younger sib- lings receiving a college education. "(If the program gets cut) my younger brothers and sisters will not be able to go to college," he said. Tadgerson's seven older siblings have all received their college education through the help of the waiver. The new channels are not likely to increase basic cable rates, but they may leave the residence hall-based Michi- gan Cable Network in limbo, said Mike Clancy, the Michigan Cable Network's coordinator. Continental Cablevision, which be- came the Washtenaw County cable sup- plier last year with its buyout of Colum- bia Cable, is adding the Golf Channel on Channel 28, the History Channel on 42, the Entertainment channel on 58, Court TV on 62, EWTN on 73, the Starz Channel (HBO 2) on 74, and the FXm Channel (20th Century Fox movie chan- nel) on 76. The Encore Channel will be moving from Channel 28 to Channel 75, and QVC will be moving from Channel 53 to 63. The two new movie channels - HBO-2 and 20th Century Fox - will be offered as premium channels. The other new channels will be added to the basic cable service. The new channels may cause a con- flict with the Michigan Cable Network, which receives Continental's cable sig- nal and then adds additional channels to that signal from studios in South Quad. The MCN broadcasts on Channels 8, and Channels 70 and 75 on residence hall cable systems - offering a variety of programs, including residence hall bulletin board services and a movie channel. The new channels Continental plans to add present a problem because the company hopes to add channels on 73 and 74, Clancy said. "We broadcast on those channels, and now Continental wants to use them to add programming," Clancy said. "There will be a conflict." Clancy said MCN has been in contact with Continental officials and meetings would be called to discuss the new channel additions. "We hope to get this problem resolved, but I expect the Michigan Cable Network to continue broadcasting from the same channels until the end of the year," he said. The basic cable rate is set by Conti- nental and Entree Office officials, but Clancy said the rate would not in- crease with the addition of the new channels.
