Far from a disaster, "Down Periscope" nonethe- less fails to generate any interest in its characters or any original humor. And (lghteningly) i is enough to make one yram for the blockbusters of summer. Kelsey Grammer ("Frasier") stars as Lieutenant Commander Thomas Dodge, a,submarine officer who has been passed over for a command position several times.
