State may give jumors money for college LANSING (AP)-High school jun- iors could take college courses at state expense under legislation that cleared the state Senate yesterday. The bills would let 11th-graders en- roll in college classes, providing they have successfully completed their high school graduation requirements. Tuition would be paid with state dollars nor- mally sent to their high schools. High school seniors already are eli- gible to take college courses at state expense. The courses can be taken at private colleges or public ones, and- critics say spending state dollars at pri- vate colleges might beunconstitutional. The bills passed 31-1 and 31-2 and returned to the House, which had ap- proved them earlier with different lan- guage. The legislation is sponsored by Rep. Jessie Dalman (R-Holland), who said juniors often finish their high school's offerings in math or science early and have no other way to take advanced courses. Sen. Jim Berryman (D-Adrian) said it may be unconstitutional for people to spend public school-aid money at pri- vate colleges. He worried the bills are another step toward spending public- school money on private K-12 schools. "This is one more toe in the door to head to a voucher system," he said, Under vouchers, parents would re- ceive state aid and could spend it on the school or college they chose, including private institutions. Supporters of pub- lic education who want to keep public funds for public schools strongly op- pose the idea. Backers of Dalman's bills said they are constitutional. Only Sen. Virgil Smith (D-Detroit) joined Berryman in voting against one of the two bills, Duringthe 1992-93 school year, when the state began letting high school se- niors take college classes, 689 students enrolled in advanced courses, accord- ing to state figures. Michigan spent $121,804 on classes taken by those students -money that ordinarily would have been spent in their local school district. In the 1993-94 school year 1,061 seniors enrolled in college courses. The state spent $212,089 on their classes. Numbers for the 1994-95 school year are not yet available. Paulus said the state had a period of five years of constant election reform, which included changing the minimum voting age, registering voters by mail, giving local governments the authority to add minor elections to the calendar andfinallyreducingthenumberofelec tions allowed in the state. The problem of voter apathy was so acute, Paulus said, "you'd wakeup and find an election had passed and you didn't know there was one." After one election in which a $1 mil- lion school budget was approved when just two voters out of the 1,000 eligible voted, the state realized mail-in voting had to be used to reach disinterested voters. Paulus said her staffobserveda 1980 San Diego mail-in election andtheposi- tive turnout impressed her. "When the government pays for the stamps, you get even higher returns," Paulus asserted. Voter fraud, she added, is low with mail-in votes, because sig- natures on the voter's envelope must be compared with the official signature at the clerk's office. "Every damn argument that ,was, made during this last election was- made 15 years ago. You can't tell me one thing people in Michigan are go- ing to say that I haven't heard be- fore," Paulus said The system, she said, has "worked like a charm." State Sen. Michael O'Brien (R-De- troit), a co-sponsor of the bill, agreed, and added that Michigan election rules are not as flexible as they should be. "Quite frankly, Ithink you've got a whole group of people who've got jobs, picking up kids, be it the mother or father," O'Brien said. "Their daily lifestyle is planned right to the moment. Their living con- dition works against them for getting out to vote," he said.
