President Nelson Mandela, who has been attempting with mixed results to lead his fragile 22-month-old democracy through the difficult process ofpost-apart- heid racial reconciliation, intervened in the dispute by urging both sides to pro- ceed with sensitivity and caution. But the integration case in this polar- ized Northern Province town 150 miles north of Johannesburg appeared to have spun out of control as white parents boycotted the Potgietersrus Primary School yesterday. The 16 black chil- dren who attended classes were joined by only 20 of the 700 white students, most of whom are Afrikaners. Dixon's small wood-frame ranch house was one of 65 homes destroyed by raging grass fires that continued to spread yesterday in Parker and Wise counties in north Texas, fueled by gusty winds and grass so dry from drought that it crackled beneath one's feet. In all, some 16,000 acres had burned yesterday afternoon, down from earlier estimates, by the time firefighters had about 70 percent ofthe flames contained.
